Introduction

The Maryland Department of Commerce is seeking qualified applicants for the part-time contractual position of Finance Specialist I within the Office of Finance Programs’ Small Business Unit.  Incumbent will work 24 hours per week (48 hours bi-weekly).

Main Purpose of Job

This position provides finance program assistance to businesses and local jurisdictions, including a distinct focus on Small, Minority, and Woman-Owned firms in support of the Department’s economic development objectives.

POSITION DUTIES

This position will evaluate prospects and projects to determine program eligibility and appropriate transaction structure; prepare a comprehensive written analysis and summary of a proposed transaction which includes financial statements, projections, cash flow statements, spread sheets, credit reports, collateral evaluations, and other relevant information to determine appropriate incentive and structure; present analysis and summary of transaction to appropriate authority for approval; and coordinate the documentation, settlement and disbursement of the approved transaction;  provide ongoing monitoring of the transaction for performance, creditworthiness, and collection, if necessary.  Individual will interact with customers, industry, other Department personnel, jurisdictions, and other State agencies to facilitate the gathering of project information. 

The selected employee will possess excellent interpersonal, written and oral communication skills; ability to work with high level public and private sector officials and maintain effective working relationships and handle multiple, concurrent and high priority projects. 

Some statewide travel is required.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university. 

Experience: Five years of experience in administrative staff or professional work. Three years of this experience must have involved commercial banking, underwriting, credit analysis, or related experience. 

Notes: 1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

 2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

 3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications. 

Familiarity with business accounting and finance. 

Ability to read, analyze, and interpret financial statements, projections and collateral.  

Proficiency  with Microsoft Office Suite for Windows including Word, Excel, Access and PowerPoint, Google Mail and/or other relevant software.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
