Main Purpose of Job

The position contributes to the administration of the SIF Fiscal Department Accounts Receivable function. Responsibilities include invoice generation and assessment collections. The position is responsible for implementation of the SIF accounts receivable process to include accurate invoice preparation and timely and accurate payment collection procedures in compliance with applicable State and Subsequent Injury Fund procedures, directives and guidelines. The position is also responsible for providing accurate accounts receivable data to the Subsequent Injury Fund Fiscal Services Administrative Officer II that is used in the account reconciliation process. Work is performed under the close supervision of the Administrative Officer II.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: One year of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelor's degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for the required experience.

4. Applicants may substitute one year of professional auditing experience for the required experience. 

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications: 

1) Experience maintaining and updating multiple accounts receivable and collections data bases.
2) Experience collecting delinquent accounts receivable and the documentation requirements for making State Central Collection Unit referrals.
3) Experience interpreting and calculating Workers Compensation payment Awards.
4) Accounting proficiency using QuickBooks, Microsoft Word and Microsoft Excel.
5) Professional written and oral communication skills.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
