Introduction

The Maryland-National Capital Region Emergency Response System (MDERS) was designed to develop, refine, and maintain the complex level of coordination amongst emergency response partners. A major mission of the MDERS is to promote standardized capabilities across response partners, including fire, emergency medical services, rescue, law enforcement, public health, hospitals, and emergency management entities from multiple jurisdictions. The Administrative Specialist of MDERS provides administrative support for the staff and stakeholders of the program.

Main Purpose of Job

The Maryland-National Capital Region Emergency Response System (MDERS) is seeking a highly qualified Administrative Specialist. The incumbent will support the organization, staff, and stakeholders in carrying out the program's mission. The Administrative Specialist will assist in supply and equipment orders, inventory tracking, reimbursement processing, routine grant reporting, generation of written and visual products, office maintenance oversight, routine correspondence, and other similar clerical and secretarial duties.

POSITION DUTIES

-Ability to communicate, both in verbal and written formats, to articulate ideas and opinions in a clear, confident, and credible manner, to include writing reports and conducting briefings

-Strong organizational and problem solving skills

-Strong attention to detail

-Ability to understand and adhere to government procurement processes and policies

-Ability to manage multiple tasks simultaneously, with independent discretion for prioritization

-Ability to maintain a small cache of office supplies and equipment to support on-site staff

-Ability to interpret government rules and regulations to apply to staff and stakeholder traveler arrangement and reimbursements

-Proficient level of computer skills with basic productivity including Microsoft Office Suite, especially Word, and Excel

-Proficient level of skill with asset/inventory management software, including interface with computer and other hardware devices

-Ability to be detail-oriented and highly organized

-Ability to work independently in an environment with minimum supervision

-Ability to complete routine financial and project management reports to governing agencies

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university

Experience: None

Notes:

1. Candidates may substitute administrative or professional work experience for the required education at the rate of one year of experience for 30 credit hours, for up to 60 credit hours of required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required education.

Four years of experience in clerical, secretarial, or administrative role

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service must be provided prior to hire.
