Main Purpose of Job

The Maryland Public Service Commission is seeking a full-time Director in Consumer Affairs Division (CAD), which processes utility, community solar, and third party energy supplier service complaints, and answers consumer and commercial customer questions.  This position serves as the Director of CAD’s daily operations and Manager of the CAD staff.

This position also has oversight of the new Compliance and Enforcement Unit (CEU), which is dedicated to more proactive oversight of utilities and third-party energy suppliers to ensure compliance with the Commission’s regulations.   

Additionally, this position may also serve as an Executive Advisor/Liaison to the Commissioners on all consumer-related matters.     

This position presents a prime opportunity for an attorney or other qualified professional to work on the cutting edge of the Commission’s efforts to enhance enforcement of its consumer protection laws and help utility customers through challenging economic circumstances.

POSITION DUTIES

  • Supervises one Assistant Director (Administrator IV), the Director of the new CEU, one Manager - Compliance and Enforcement Officer (Administrator II), one Manager –Dispute Resolution (Administrator I), and their subordinate staff.
  • Provides policy advice relating to the development and enforcement of the Commission’s consumer protection policies and other matters affecting consumers.
  • Represents the Commission in a liaison capacity with managers and officials of major gas, electric, water, community solar, and telecommunication companies.
  • Develops and/or responds to proposals for changes to the Code of Maryland Regulations and proposed legislative changes to the Public Utility Article as they pertain to utility consumers, other state and local agencies, or consumer groups. 
  • Represents the Commission and testifies before legislators on proposed legislation before the Maryland General Assembly and local government.
  • Coordinates efforts to develop and implement public outreach, informational, and educational materials concerning retail competition in the electric and gas supplier markets.
  • Works with the Communications Director and Legislative Affairs Director to respond to calls, letters, or inquiries from elected officials and high level utility officials.
  • Interfaces on behalf of the Commission with the Office of Home Energy Programs and other local and state agencies on Electric Universal Service Program (EUSP) and other low income energy assistance initiatives.
  • Interfaces and shares lessons learned with other consumer affairs directors in utility regulatory agencies at the Federal level and at states and territory Commissions.
The candidate must have a passion for public service and consumer protection laws, excellent oral and written communication skills, and the ability to work independently.  In addition, given the daily work flow, the candidate must have the ability to plan, organize, and direct the work of others in a confidential, time-sensitive environment. 

MINIMUM QUALIFICATIONS

Education:
Possession of a bachelor's degree from an accredited four-year college or university, preferably in communications, public relations, or a related discipline.

Experience:   
Minimum of two years managerial/supervisory experience.

Notes:
Candidates may substitute additional experience in professional work on a year-for-year basis for the required education.

Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Juris Doctorate and/or other Graduate Degree
  • Experience in public relations, media relations, or government affairs 
  • Experience in Dispute Resolution matters
