Main Purpose of Job

The Health Services Cost Review Commission (HSCRC) seeks an Associate Director of Financial Review to help implement innovative health care reforms in Maryland's hospital system. The HSCRC is responsible for developing, refining, and implementing Commission policy geared toward achieving its mandate of providing maximum efficiency and effectiveness at Maryland hospitals and achieving the goals of the Maryland All-Payer model approved by the Centers for Medicare and Medicaid Services (CMS). The Commission is an independent agency of Maryland government and is unique in the U.S. because it sets hospital rates for self-pay and commercial patients as well as for Medicaid and Medicare patients as a result of its waiver from Medicare's Prospective Payment System.

The Associate Director of Financial Review will assist in implementing new payment models, and assist in the review and audit of hospitals revenue and cost structure, Full Rate Applications, Certificate of Need, and Comfort Order requests. Main duties include:

  • Assisting the Principal Deputy Director of Rate and Compliance in developing, implementing, updating, and amending existing and new payment methodologies designed to reduce per capita costs and increase quality.
  • Assisting with evaluation and audit of hospital revenue structure, audited/unaudited financial statements, rates, costs, audit, compliance, and financial performance.
  • Assisting in the review and evaluation of Commission initiated or hospital submitted rate reviews.
  • Assisting in the review of Comfort Order requests made by hospitals in regard to capital funding requests.
  • Assisting in the review of Certificate of Need (CON) requests submitted by hospitals to the Maryland Health Care Commission.
  • Supporting and reviewing the calculations of the annual updates to hospital global budgets and prescription drug funding and inflation.
  • Supporting analytics needs for evaluating hospital financial performance and progress under the All-Payer and Total Cost of Care Models.

MINIMUM QUALIFICATIONS

The position requires a bachelor’s degree in accounting, finance, economics, hospital administration or health care administration/policy from an accredited college or university; four years of progressively responsible experience is preferred; experience in the health care field is preferred;  Previous CPA experience is required, experience in the review and analysis of financial and case mix data, including hospital financial statements is required; experience in Medicare cost report analysis and case mix data analysis is required; detailed experience in financial auditing and evaluating supporting documentation with detailed knowledge of Generally Accepted Accounting Principles (GAAP) is required.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate will possess excellent quantitative and written communication skills, as well as a collegial approach and the ability to lead projects across multiple teams and initiatives. A successful candidate must also demonstrate the ability to effectively communicate and interact with staff, hospitals officials, consultants and other health care officials. A CPA certification/license is desirable but not required.
