Main Purpose of Job

The Maryland Health Services Cost Review Commission (HSCRC) seeks an Associate Director, External Affairs who will be responsible for the management of external affairs including legislative affairs, stakeholder engagement, communications, and interagency coordination. Additionally, this position will act as a secondary liaison to ensure there is regular communication with the Centers for Medicare and Medicare Innovation (CMMI).  

This position will primarily be responsible for:

  • Legislative and Governmental Affairs - Lead the HSCRC process to manage all legislative and governmental affairs including assisting in the development of policy positions, briefing legislators, legislative staff, and senior state and federal administrators on Total Cost of Care Model, writing position letters,  and providing oral testimony to legislative committees.
  • Strategic Communications Management - Develop the HSCRC annual strategic communications plan designed to increase statewide familiarity with the Total Cost of Care Model and implement a diverse set of communication tactics including but not limited to the creation of policy papers, the use of social media, the use of the agency website, and hosting of informational webinars as strategies to highlight Model activities and successes.
  • Interagency Alignment - Build relationships with partner agencies to foster engagement and success of the Total Cost of Care Model, including partnering with State agencies to develop goals, milestones, and targets for key health priorities as part of the Statewide Integrated Health Improvement Strategy.
  • Stakeholder Outreach & Engagement - Build relationships with industry stakeholders from various parts of the healthcare continuum on the Total Cost of Care Model (e.g., hospitals, physicians, post-acute providers, etc.) and represent the Commission on work groups charged with the development of statewide policies regarding health care services delivery and financing.
  • Coordination with Federal Government - Assist Principal Deputy Director in coordination of regular planning meetings with the Centers for Medicare and Medicaid Innovation to ensure alignment and understanding of the State’s progress on the Total Cos of Care Model.  

MINIMUM QUALIFICATIONS

Master’s degree in public health, public administration, health law or related field.  5-7 years of work experience working on healthcare policy and legislative issues.  Extensive experience in managing large projects across multiple stakeholder groups.

DESIRED OR PREFERRED QUALIFICATIONS

Desired candidates should possess excellent verbal communication and written communication skills, as well as a collegial approach and the ability to lead projects and provide guidance to less-experienced analysts. They should also possess the ability to engage with diverse stakeholders including State agency administrators, providers, consumers, policymakers, and representatives of the press.
