Main Purpose of Job

The Maryland Health Services Cost Review Commission seeks an Analyst for the Center of Revenue and Compliance. The analyst will work to issue hospital rate orders and monitor compliance to hospital unit rates and global budgets. The position will provide assistance related to the analysis of hospital volume and charge trends, financial performance, reasonableness of cost and charges. The HSCRC is responsible for developing, refining, and implementing Commission policy geared toward achieving its mandate of providing maximum efficiency and effectiveness at Maryland hospitals and achieving the goals of the Maryland All-Payer model and Total Cost of Care model approved by the Centers for Medicare and Medicaid Services (CMS). The Commission is an independent agency of Maryland government and is unique in the U.S. because it sets hospital rates for self-pay and commercial patients as well as for Medicaid and Medicare patients as a result of its waiver from Medicare's Prospective Payment System.

Responsibilities include:

  • Implementing the HSCRC's annual updates for unit rates and global budgets for Maryland hospitals
  • Assist, review, and monitor rate setting and compliance duties for hospital unit rates
  • Assist with the financial analysis and review of full rate applications and certificates of need
  • Assist with implementation of tools used in the analysis of hospital rates, volume trends, and compliance activities
  • Provide guidance to hospitals related to the Total Cost of Care Model and global budget agreements, and unit rate regulation
  • Work with hospitals to address questions, problems, and issues related to financial databases and auditing and compliance activities
  • Assist senior staff with projects as needed, collaborate across departmental teams

MINIMUM QUALIFICATIONS

The position requires a bachelor’s degree in accounting, finance, economics, hospital administration or health care administration/policy from an accredited college or university and demonstrated experience working with analysis tools in Excel.  The successful candidate must possess strong Excel skills and experience with financial analysis. A successful candidate must also demonstrate the ability to effectively communicate and interact with staff, hospital officials, consultants and other health care officials.
