Main Purpose of Job
The Maryland Health Care Commission (the Commission) is seeking a candidate to serve as a Program Manager with superior Policy analytical skills as well as advanced SQL/SAS and Web programming experience. The successful candidate will assist the Chief for APCD Reporting, and Data Release in (1) the design and conduct research and studies on the utilization and cost of health care services; (2) management and expansion of public healthcare price transparency initiatives undertaken by the Center (e.g., Wear The Cost Episodial Initiative and Reducing Healthcare Waste and Low-value care Initiative); (3) All-Payer Claims Database data release tracking and management for the Commission; (4) conduct policy studies, including legislative requests and cross-payer (private, Medicare, Medicaid) analysis; and (5) testing of a model to provide analytical results from cross-payer data for approved studies. These services are provided to Maryland residents using health insurance claims and enrollment information provided by all major private payers and public payers (Medicare and Medicaid) in Maryland to the Commission. Primary responsibilities of the position include Design and implement work plans, including monitoring of contractors, for (a) The “Wear the Cost” consumer website price transparency project; (b) Each approved policy study, the plan will include a staffing plan, a production timeline for what will happen during each phase and by whom, and critical milestones; (c) Manages the Commission’s data requests with CMS, including keeping the Data Use Agreement (DUA) in compliance, making the requests for Medicare data, soliciting other state agencies as partners for the data, revising the DUA documents as needed, arranging for payment by other agencies and maintaining the reporting to CMS a record of how the state agencies are using the data; (d) Process All-Payer Claims Database data release tracking and data release management. Manage the Data Release Committee, assist requestors through the data release process, and work with requestors to implement meaningful and thorough data use agreements. Develop data release tracking application; (e) Designing protocols for data analysis. (f) Planning and conducting analysis file creation and data analyses using SQL/SAS, Tableau, and the Microsoft Business Intelligence (BI) Tool. (g) Preparing written and graphic interpretations of analytical findings. (h) Assisting in the development and review of analytical reports created by outside contractors. (i) Website programming. Experience working with healthcare data (health insurance claims and eligibility) and excellent writing skills are required.
Requires a Master’s degree from an accredited college or university in Statistics, Bio-Statistics, Management Information Systems, Public Health, or Economics. Five (5) years of experience in statistical analyses, SQL/SAS/Web programming, Microsoft Business Intelligence Tool Applications (Dashboards), and Tableau are required. Ability to work on multiple projects simultaneously and the ability to communicate orally and in writing are essential. The applicant should be able to demonstrate the ability to focus on details while achieving results according to external timelines. Experience conducting researches using large health care databases is a must. General knowledge of health insurance, including familiarity with the Affordable Care Act and potential uses of All-Payer Claims Databases, are preferred. Working knowledge of the Prometheus software and Milliman’s Health Waste Calculator is desired.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
