Main Purpose of Job

The Department of Human Services/Social Services Administration Interstate ICPC/ICAMA Specialist (Interstate Compact on the Placement of Children & Interstate Compact on Adoption and Medical Assistance) ensures safe, suitable, appropriate Interstate placements and post-placement services for children as they are placed across state lines into Maryland, or from Maryland and into other US states, in accord with nationwide Interstate Compact law and procedure in pursuit of timely, permanent homes and, when applicable, receipt of appropriate medical services in finalized adoptive or guardianship established (GAP) homes (per Code of Maryland Regulations 07.02.11.28, Out-of-State Placement, Interstate Compact and Annotated Code of Maryland, Family Law §5-601 through 611 comprising the nationwide ICPC Compact, Articles I-X & Regulations I-XII, as well as the ICAMA Compact Articles & Regulations, Annotated Code, Family Law §5-4A-05). The Interstate Specialist works along with the ICPC Unit’s Administrative Assistant Support Staff in order to accomplish the DHS/SSA Interstate team’s work.

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.

Education:  Possession of a Master's degree in social work from an accredited college or university approved by the Council on Social Work Education.

Experience:  Six (6) years of professional experience in a social work capacity in a public or private agency or institution, three (3) years of which must have been in administrative, supervisory or consultative capacity.

Note:

1.  These requirements are established by the Social Services Administration by authority provided in Human Services §4-204 of the Annotated Code of Maryland and the Department of Budget and Management, Office of Personnel Services and Benefits, does not have authority to accept substitutions or equivalents.

2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Social Work classifications or Social Work specialty codes in the Social Science, Psychology, and Welfare field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

The ideal candidate will possess:

1. Two years of experience working with Child Welfare programs, preferably in the areas of Interstate Placement, Adoption or Guardianship.

2. Two years of experience as a Child Welfare case worker with supervisory experience.

3. Two years of experience working with a modern Child Welfare electronic case management system, such as CJAMS, MD CHESSIE, NEICE.

4. Sensitivity and comprehension of both risks and needs of families and children served by the Child Welfare system.

5. Strong written and oral communication skills.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates filling positions in this classification must be licensed by the Board of Social Work Examiners.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties are required to possess a motor vehicle operator’s license valid in the State of Maryland.
