Main Purpose of Job
Reporting directly to the Deputy Director of Marketing and Strategy and working closely with the Marketing and Special Projects Manager, as well as the Office of Communications and Community Engagement team, the web administrator will be responsible for modernizing the MSDE web site, and ensuring that content appropriately identifies the department’s multi-year strategic plan and the implementation of the Blueprint for Maryland’s Future.
POSITION DUTIES
- Modernizes, updates and maintains the Maryland State Department of Education’s web page.
- Ensures that content appropriately identifies the department’s multi-year strategic plan and the implementation of the Blueprint for Maryland’s Future.
- Performs web analysis, integration, and must be proficient in HTML5 and CSS6, jQuery and JavaScript (among others, with a focus on user interface, user experience, and user engagement).
- Creates templates and web pages within the existing website.
- Manages website content and updates as needed, and is involved in the future redesign and restructuring of the web site.
- Ensures an overall web experience that is highly responsive to stakeholders and serves as a learning and resource hub for the larger education community.
- Ensures MSDE has user-centered, up-to-date, and easily accessible website and tools/applications
- Ensures aligned messaging reaches external stakeholders and drives results that will accomplish goals and objectives of MSDE’s mission.
MINIMUM QUALIFICATIONS
Education: An Associate of Arts degree from an accredited college or university in Web Development, Computer Information Technology, Management Information Systems or other information technology related field to include course work in web page design, development and programming.
Experience: Two years of experience in web page design, development and programming.
Notes:
- Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and an additional eighteen months of experience using software which converts other documents into web pages; or using web page developmental software; or writing HTML code; or converting data from project specifications by preparing program code using computer programming languages; or evaluating, implementing and maintaining computer hardware and software; or operating, manipulating, and controlling computer systems for the required education.
- Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and completion of an approved certification program for Web Professionals sufficient to provide the necessary skills to build and manage an organization’s web site and to coordinate with inside and outside resources to accomplish that organization’s web goals for the required education.
- Candidates may substitute additional experience in web page design, development and programming on a year-for-year basis for a high school education.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Cyber and Information Systems classifications or Cyber and Information Systems specialty codes in the Information Technology field of work on a year-for-year basis for the required education.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
- Proficiency in HTML5 and CSS6, jQuery, JavaScript and additional similar technology to create, develop and maintain
- Must be proficient in working with multiple CMS platforms including Sharepoint (2013-19) and Wordpress.
- Proficiency in Adobe Dreamweaver and similar software to build and develop sites, sub sites, and templates.
- Experience and knowledge with SEO, responsive web design, web migration, Bootstrap
- Proficiency in delivering optimal User Interface, user experience and user engagement
- Experience conducting usability testing to determine optimal interaction with front end
LIMITATIONS ON SELECTION
