Main Purpose of Job

The mission of the Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA) is to improve the health of Marylanders by reducing the transmission of infectious diseases; helping impacted people live longer and healthier lives; and, protecting individuals and communities from environmental health hazards. We work in partnership with local health departments, providers, community-based organizations, and public and private sector agencies, in order to provide public health leadership in the prevention, control, monitoring, and treatment of infectious diseases and environmental health hazards.

This position will serve as the Metro DC Regional Disease Intervention Specialist (DIS) in the Center for STI Prevention, within the Office of Infectious Disease Prevention and Care Services (IDPCS). The Center for STI Prevention is dedicated to surveillance, partner services and the prevention of STIs and HIV transmission in Maryland. In partnership with impacted communities, the Center for STI Prevention develops, funds and evaluates effective STI prevention interventions, in addition to providing training, support and technical assistance, in order to develop the capacity of agencies and individuals to successfully deliver those prevention interventions.

The main purpose of this position is to notify, counsel and recommend treatment for people identified with, or at risk of being exposed to, sexually transmitted infections (STIs), including HIV, in regards to cases reported to local health departments in the metro DC area (primarily Prince George’s and Montgomery Counties). This position will report to the Regional DIS Supervisor and be physically located in Prince George’s County. This position may also be responsible for conducting statewide Internet Partner Services for Maryland counties.

Additionally, this position will conduct field investigations, in order to locate, notify and refer identified at-risk community members for appropriate medical evaluations and recommended treatment services, as deemed necessary, through the provision of early intervention, case management, and disease investigation services related to STIs and HIV. Case management and disease intervention activities include a process of identifying and evaluating affected people; initiating client-centered counseling; eliciting information to facilitate partner management; developing client-specific risk reduction plans; and, evaluating people who are exposed to, or at increased risk for, STIs and HIV. 

Finally, this position will work collaboratively with health departments and private health care providers, as well as community partners and other disease intervention staff members throughout the State of Maryland, to ensure the proper management and delivery of effective and timely intervention services for clients and their respective at-risk social networks.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s degree from an accredited college or university in Nursing, Social Work, Psychology, Education, Counseling,or a related field.

Experience: Three years of professional experience in health services, two years of which must have been in professional clinical or administrative work in health or medical services, in areas other than Mental Health, Developmental Disabilities or Addictions.

Notes: 1. Applicants may substitute a Master’s degree from an accredited college or university in a health or human service field for one year of the required general experience.

2. Experience in the option must be as follows: professional clinical or administrative work in health or medical services, in areas other than Mental Health, Developmental Disabilities or Addictions.

3. A Bachelor’s degree from an accredited college or university in another field, plus one additional year of professional experience in health services, may be substituted for the specific degree.

4. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health-related field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have professional experience conducting public health practices, including STI and HIV prevention methods. He/she should also have experience using motivational interviewing techniques, as well as experience performing phlebotomy.

Additionally, the desired candidate should have professional experience with medical records and interpreting laboratory reports. Furthermore, the desired candidate should have experience working with the LGBTQIA community, as well as with unstable housing populations, people with criminal justice involvement, adolescents, and/or people actively engaging in substance use.

The desired candidate should be bilingual in English and Spanish, and be knowledgeable of disease control policies and procedures. Finally, the desired candidate should have a driver's license and be able to travel to multiple sites, in order to conduct field work.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this, or other, State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract, and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. 

You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
