Main Purpose of Job

The mission of the Maryland Department of Health (MDH)'s Maternal and Child Health Bureau (MCHB) is to promote and improve the health and well-being of women, children and families, in order to reduce inequities and improve outcomes in Maryland.

As a member of a dynamic team, this position will coordinate and monitor grants and contract activities which help promote the health of Maryland families. Specifically, this position will work within the MCHB's Office of Family and Community Health Services, Office of Quality Initiatives, and Title V, under the close supervision of both the Deputy Director and Director of the MCHB. 

This position will help to ensure the effective and efficient administration of federal grants with varying funding periods and reporting requirements. This position will also ensure fund distributions and monitor expenditures which support approximately 300 grants and contracts to Local Health Departments (LHDs), academic institutions, and professional groups, as well as to other State agencies and private, non-profit organizations, in any given year.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Three years of experience in grant evaluation and monitoring, or budget preparation, presentation and execution.

Notes:

1. Applicants may substitute graduate education in Accounting, Business Administration, Economics, Finance, Political Science, or Public Administration, at a rate of 30 semester hours for each year of the required experience.

2. Applicants may substitute additional experience, as defined above, on a year-for-year basis, for the required education.

3. Candidates may substitute U.S. Armed Forces military service  experience as a Commissioned Officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work, on a year-for-year basis, for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience overseeing grant submissions, as well as experience reviewing expenditures and preparing budgets.
