Main Purpose of Job

The main purpose of this full time position will be to interpret and apply COMAR regulations to administer special needs trust recovery cases to ensure maximum dollar recovery for the State of Maryland. COMAR Regulation 10.09.24.08-2 and 42 U.S.C § 1396p (d) allows the Department to collect from the Special Needs Trust of a Medicaid recipient upon death of the recipient or termination of the trust. This position will also handle Special Needs Trust cases from K-Z of the alphabet. The Division of Recoveries and Financial Services (DRAFS) is the sole state agency responsible for operating third party liability programs through which other sources of payments for Medical Assistance recipient’s health care are discovered, and monies spent on behalf of the recipient is recovered from sources allowed by federal or state law. The Division is a branch of the Office of Systems, Operations and Pharmacy Administration. The Special Needs Trust area became part of the Estates and Liens Unit effective July 2005. Collections in this case area average approximately 1 Million Dollars annually.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Three years of administrative or professional experience developing or applying policies and regulations in medical assistance, health insurance, federal or State entitlement programs.

Note:

1.  Additional administrative or professional experience applying policies and regulations in medical assistance, health insurance, federal or State entitlement programs or in a health or human service program may be substituted on a year-for-year basis for the required education.

2.  A Master's degree in the related field of work can be substituted for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Operational Analyst classifications or Health Services Management specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have:
  • Experience interpreting and applying COMAR regulations
  • Case management experience
  • General knowledge of MMIS (Medicaid Management Information System)

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.
