Main Purpose of Job

This is a professional position responsible for supporting the Lead Budget Specialist in developing, analyzing, reconciling, and reporting the status of the Department’s financial appropriation and assisting with the preparation reports for conveying fiscal information to the agency’s governing body.

POSITION DUTIES

Develops and updates the budgets for MSDE in accordance with budget and accounting guidelines; reconciles original appropriation and subsequent budget adjustments resulting from budget amendments and budget realignments; notifies agency stakeholders regarding changes in program appropriation levels; prepares budget changes and supplemental requests to reconcile appropriations; provides advice and guidance to the Financial Administrators on budgetary adjustment requests; Ensures that financial systems reflect the accurate appropriation balance; Reviews and analyzes appropriation reports; assists in the annual preparation of the agency’s budget submission; Prepares the budgetary information of the Monthly Board Report; provides information necessary for  responding to budget questions.

MINIMUM QUALIFICATIONS

Education:  A Bachelor's degree from an accredited college or university. 

Experience:  Three years of experience in budget preparation, presentation and execution. 

Notes: 
1. Candidates may substitute graduate education in accounting, business administration, economics, finance, political science or public administration at a rate of 30 semester hours for one year of required experience. 
2. Candidates may substitute additional experience as defined above on a year-for-year basis for the required education. 
3. Candidates may substitute U.S. Armed Forces military service  experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Bachelor’s in Accounting, Business Administration, Economics, Finance or Public Administration 

Experience with MS Excel and data management software 

Generally Accepted Accounting Principles (GAAP) Experience 

Experience with Budget Analyst & Reporting System (BARS)

Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the eligible (employment) list for at least one year. For education obtained outside of the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation will be required prior to hire.
