Introduction

This position is limited to current employees of the Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA) who are under the supervision of Mr. David Davis.

MDH/Prevention and Health Promotion Administration, Office of Management Services/Program F0301, Baltimore, Maryland

Main Purpose of Job

This position will report to the Administrator II and be responsible for preparing and managing the annual operating budget, as well as the quarterly budget projections, for all offices assigned within the Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA), Program F0301. In addition to the budget and financial projections, this position will also manage expenditures, including numerous COVID grants and the fiscal year closeout.

Furthermore, this position will be responsible for the preparation and submission of Federal Financial Reports, including working with the federal government to resolve grant reporting issues. Finally, this position will be responsible for assigning, reviewing and approving the work of other Budget Specialists within PHPA's Fiscal Unit, while leading and providing training, coaching and guidance in the area of budget/expenditure management to staff members.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in budget preparation, presentation and execution.

Notes:

1. Candidates may substitute graduate education in Accounting, Business Administration, Economics, Finance, Political Science, or Public Administration, at a rate of 30 semester hours for one year of required experience.

2. Candidates may substitute additional experience, as defined above, on a year for year basis, for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work, on a year-for-year basis, for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have professional experience utilizing accounting principles, as well as experience using Microsoft Office programs, including Word and Excel. He/she should also have experience monitoring multiple budgets and/or expenditures, along with experience conducting detailed analysis.


The desired candidate should have knowledge of federal awards and the Maryland Department of Health (MDH)'s financial system.
