Main Purpose of Job

The Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA)'s mission is to protect, promote and improve the health and well-being of all Marylanders and their families through the provision of public health leadership and community-based public health efforts, in partnership with Local Health Departments (LHDs), providers, community-based organizations, and public and private sector agencies, with special attention to at-risk and vulnerable populations. This very large administration was formed through the consolidation of three (3) smaller administrations (Community Health Administration, Family Health Administration and AIDS Administration), all of which existed as separate entities as recently as July, 2009.
 
This position's primary responsibility is to oversee all budgetary, accounting and other fiscal matters of assigned programs housed within PHPA, which has an annual budget of approximately $351.2 million, consisting of general, federal, special, and reimbursable funds. PHPA also consists of approximately 500 regular and contractual staff members. Assigned program areas include: Environmental, Occupational and Injury epidemiology; Food and Milk Protection; Injury and Sexual Assault Protection; Healthy Homes and Community Services; and, Infectious Disease Epidemiology and Outbreak Response. 

This position will develop recommendations for budget and expenditure plans, and provide in-depth analysis of spending affordability. This position will also provide oversight of assigned federal grants (block grants, categorical grants and contracts) and Special Fund revenue sources, as well as ensure compliance with federal expenditure reporting requirements (quarterly/annual reporting). Additionally, this position will provide supervision and training to subordinate fiscal staff, in order to ensure consistency in fiscal management within PHPA. 

Furthermore, this position will share responsibility as a Coordinator of all FMIS tracking activities, as well as for developing and maintaining PHPA's internal financial tracking systems, and for ensuring the accurate completion of federal fiscal reports in assigned program areas. This position will ensure adherence to State and federal regulations, along with all special conditions associated with the various fund sources of assigned program areas. 

Finally, as one of three (3) Fiscal Chief positions within PHPA, this position will be responsible for developing a working knowledge and familiarity with all program areas within PHPA which fall outside the scope of primary responsibility of this position. Through cross training of the incumbent in this position, PHPA will be the beneficiary of a more valuable employee who is capable of providing essential fiscal expertise and oversight in any program area, as needed, in the event of the non-availability of another Fiscal Chief position, due to an extended absence or vacancy.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university.

Experience: Five years of experience in budget preparation, presentation and execution.

Notes:

1. Candidates may substitute graduate education in Accounting, Business Administration, Economics, Finance, Political Science, or Public Administration, at a rate of 30 semester hours for one year of required experience.

2. Candidates may substitute additional experience, as defined above, on a year for year basis, for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work, on a year-for-year basis, for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience monitoring multiple budgets and expenditures, as well as experience projecting and tracking costs. He/she should also have experience using Microsoft Office programs, in addition to experience providing customer service to work-related partners. 

Additionally, the desired candidate should have supervisory experience, along with knowledge of the MDH financial system.
