Introduction

The Land and Materials Administration is recruiting for a Geologist Supervisor in the Minerals, Oil and Gas Division.  This is a position specific recruitment for the Maryland Department of the Environment.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting cert list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.  This position is limited to permanent and contractual employees of the Maryland Department of the Environment only.

Main Purpose of Job

The Geologist Supervisor will serve as the Division Chief of the Minerals, Oil, and Gas Division.  This position will manage an effective statewide program related to surface mining and natural gas wells. The incumbent in this position is responsible for providing supervision and training to Division staff for permit review, zone of influence development and implementation and multimedia inspections. Inspections include surface mine or gas well permits, NPDES permits, Wetlands and Waterways permits and sediment and erosion control plans.

The Geologist Supervisor will supervise staff in the performance of duties which include reviewing and evaluating Discharge Monitoring Reports (DMRs), writing violation reports, inspection reports, notices of violation, preparing litigation package and administrative orders. The incumbent will provide an advanced level of expertise in the development and protocol of geologic and hydrogeological research documents, organizing assignments for staff geologist, analyzing technical results and documenting conclusions that are subject to peer review and legal challenge, as well as, serving as expert witness in court cases and hearings.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university in Geology, Environmental Geology or a related earth science.

Experience: Six years of experience performing professional geological work.

Notes:

1. Candidates may substitute the possession of a Master’s degree from an accredited college or university in Geology, Environmental Geology or a related earth science for the required education and one year of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in physical science classification or physical science specialty codes in the geology field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:  


  • 6 years permitting and inspecting surface mines.
  • Experience training employees to write surface mine permits, complete surface mine inspections, and issue violations for surface mines.

LIMITATIONS ON SELECTION

Limited to permanent and contractual employees of the Maryland Department of the Environment.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2. Depending on the assigned essential functions of the work, employees in this classification may be required to successfully complete and maintain certification as specified in the U.S. Department of Labor, Occupational Safety and Health Administration Regulations (Standards-29 CFR) 1910.120 Hazardous Waste Operations and Emergency Response. Information about these regulations is available in the Human Resources Office of the Maryland Department of the Environment or may be obtained at the federal Occupational Safety and Health Administration Website.

SPECIAL REQUIREMENTS

1. Employees in this classification may be required to walk over rough or unstable terrain or over long distances while wearing personal protection equipment, such as respiratory protection equipment.

2. Employees in this classification may be subject to ongoing medical testing in accordance with the U.S. Occupational Safety and Health Administration Regulations (Standards - 29 CFR) 1910.120 Hazard Waste Operations and Emergency Response.

3. Employees in this classification may be subject to call-in on a twenty-four hour basis and, therefore, will be required to provide the employing agency with a telephone number where they can be reached.

SELECTION PROCESS

Applicants meeting the minimum qualifications will be placed on the Eligible List categorized as BEST QUALIFIED, BETTER QUALIFIED or QUALIFIED.
