Main Purpose of Job

This position will oversee MDA's nuisance insect program, including the black fly program in northern Maryland and the midge control program in the Chesapeake Bay, as well as implement Integrated Mosquito Management (IMM) programs and manage equipment maintenance and testing in various assigned counties.

POSITION DUTIES

Manage the black fly control program, which typically runs from May through September.  Requires knowledge of laws and policies about pesticides and biological control agents.  Maintains records in compliance with State and Federal laws.  Coordinate dates and times of aerial spraying, conducts inspections to assess black fly population and need for pesticide applications.  Compose Invitation for Bid and work with the successful bidder and monitor expenditures to ensure that projects are completed and within budget. Apply for pesticide discharge permits with the Maryland Department of the Environment.

Manage the midge control program. This includes determining the best ways to control midges in freshwater areas of the Chesapeake Bay, develop the Invitation for Bid and schedule and monitor control applications.

Carry out larval mosquito control and/or mosquito surveillance operations in assigned counties.  This includes ARC/GIS mapping, applying biological control agents and pesticides, ensuring that pesticide use permits are in place, and working with public works personnel.  Complete the billing process.  Requires a thorough knowledge of laws and policies, accurate record keeping.  Will train and supervise seasonal employees.

Maintain Mosquito Control Program trucks and equipment for Anne Arundel County. Ensure equipment is inspected and in working order during the control season and properly winterized.

Coordinate purchase and inventory of insecticides for storage in Annapolis, for use by field offices in Annapolis, Dundalk, College Park and Hollywood.  Maintain inventory and ensure that adequate supplies are available for use.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university in biology, bio-chemistry, zoology, botany, animal science, wildlife management, or any other discipline in the field of biological science.

Experience: None.

Note: Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering, Natural Resources and Science field of work on a year-for-year basis for the required education.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator’s license valid in the State of Maryland.
