Introduction

The Maryland Department of Planning (MDP) is seeking a talented, energetic, and motivated professional to join its Infrastructure and Development Unit to support the Department’s school facility planning role with the Interagency Commission on School Construction (IAC) and other infrastructure planning efforts.  This position focuses on data analysis of student enrollment and building permit data from a statewide and local perspective and the associated infrastructure needs, using spreadsheet, database, and Geographic Information System (GIS) software.

The Infrastructure and Development Unit is leading the department’s effort to get more real-time data in the hands of local planning departments using GIS-enabled dashboards and offering a broader range of integrated data sets from across state agencies.  This position will be an integral member of the team developing new GIS-enable dashboards and coordinating with local planning and education agencies on school/infrastructure needs.

This position is located at Planning headquarters at State Center in Baltimore City. The office is within walking distance of light rail, Metro subway, historic neighborhoods, restaurants and cultural attractions.

Main Purpose of Job

The School/Infrastructure Planner III supports the Department’s responsibilities in school facility planning for the Interagency Commission on School Construction (IAC) by providing technical and policy assistance, as well as supporting other infrastructure planning needs. This position will collect and analyze student enrollment and building permit data statewide and the associated effects on school facility and other infrastructure needs, using spreadsheet, database, and Geographic Information System (GIS) software. The position is assigned to the Infrastructure and Development Unit to perform complex data collection and analysis under the general supervision of the Infrastructure and Development Planner Supervisor. This position also works closely with the Projections and State Data Center (PSDC) Unit to assist in detailed analysis of local enrollment projections and residential development. Position also is responsible for studying school enrollments and projection methodologies at the Local Education Agency (LEA) level and coordinating with PSDC and IAC to improve the quality of student enrollment projection statewide at the county, district and individual school level, and to better understand school enrollment trends and the mobility of students. This position is responsible for maintaining the Statewide Building Permit Reporting System and the integration of that data analysis into school enrollment projections and other infrastructure needs. This position uses GIS mapping and statistical software to extract large data sets and prepare user-friendly time sensitive products, such as customized GIS-enabled dashboard, based on client input. The incumbent works with staff from Planning, Maryland State Department of Education, Public School Construction, and other State agencies, local governments, various stakeholders, and the public toward achieving State and Department planning infrastructure and education goals.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university that includes 30 credit hours in Planning, Environmental Science, Environmental Studies, Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, Information Technology or Urban Affairs.

Experience: Two years of experience in research and planning projects related to the development and use of land, water, transportation, community or natural resources by assisting in obtaining, analyzing and conducting research on demographic, socio-economic, political, cultural, geographic or land-use trends.

Notes:

1. Candidates may substitute the possession of a Master’s degree from an accredited college or university in one of the specified educational fields for one year of the required experience.

2. Candidates may substitute the possession of an additional Master’s degree from an accredited college or university in one of the specified educational fields for an additional year of the required experience.

3. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in one of the specified educational fields for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Logistics, Urban Planning, Architect, Geospatial Intelligence Analyst or Cryptologic classifications; or Logistics, Urban Planning or Architect specialty codes in the Architect field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Two years’ experience in one or more of the following:

Two years of experience with developing data analytical/visualization tools like Tableau, Microsoft Power BI, Microsoft Excel, WordPress, ESRI ArcGIS Desktop/Pro, ArcGIS Online, StoryMaps, web dashboard development and/or web mapping application design. Creating layouts and updating data on websites. 

Two years of experience in local government and/or providing planning and related technical assistance to government and/or educational agencies.

Two years of experience with statistical software and languages: Access, SQL, Python, Access, Fortran, SAS and/or C+. 

Two years of proficiency with office productivity software, web design and visualization tools such as Sketch Up, Photoshop or similar.
