LOCATION OF POSITION

This position is with the Maryland Department of General Services, Facilities Planning, Design & Construction Division.  The position is located at 301 W. Preston Street, Baltimore, MD 21201.

Main Purpose of Job

The purpose of this position is to procure, solicit, evaluate, negotiate and award contracts in eMaryland Marketplace Advantage (eMMA) according to State Procurement laws, procedures and regulations, as well as maintaining contracts by ensuring compliance with terms and conditions. Decisions of this position are reviewed by the supervisor, the Contract Manager. Procurement irregularities are brought to the supervisor’s attention, but this position must determine when something is irregular.

Hold Pre-bid Meetings, create and post addendums for Pre-bid meeting minutes, sign-in sheets and/or questions and answers from vendors in eMMA; develops procurement transmittal documents and to prepare documents for BPW contract approval; verify Certificate of Insurance, Bid Proposal and Small Business Reserved (SBR) Contract affidavits and references for compliance with contract requirements.

Uses Advanced Purchasing and Inventory System (ADPICS) portion of the Financial Management Information Systems (FMIS) to facilitate the procurement process; performs other related duties.

Additionally, provide administrative support to the Facilities Engineering Division. Support includes maintaining contract files, compiling documentation and tracking correspondence for the preventative maintenance program, and completing electronic documents assist project managers in keeping projects moving smoothly.

POSITION DUTIES

Duties for this position include but are not limited to:

- Procurement Actions: Conduct the small procurement process to include posting and opening of solicitations. Create procurement contracts for design and construction in the Financial Management Information System (FMIS). Maintain records, agendas and reports for all actions in a manner consistent with regulations.

- Administrative: Confer with other administrative officials, program heads, staff specialists or others in order to exchange information pertaining to the program, or interpret policies or offer recommendations. Prepare the preparation and development of management tools such as procedural manuals, statistical reports, work-flow charts, performance measurement criteria or organization charts. Provide leadership and support to Control Agency Procurement Associates.

- Coordinate inter-agency transactions and provide liaison with officials in other agencies in the State. Legislature, the federal government, private industry or local government agencies. Perform other related duties.

- Prevailing Wage Rates: Request rates from DLLR and provide these to project management staff. Field any requests from DLLR on issues by coordinating response with the appropriate staff.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of experience performing work at the control agency level involving the preparation, assembly, and processing of procurement related documents necessary in developing procurement contracts.

Notes:

1. Candidates may substitute education at an accredited college or university at the rate of thirty credit hours for one year of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience in Contracting and Industrial Management classifications or specialty codes in the Procurement field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding all qualifications.

- Experience using the State’s Financial Management Information System (FMIS) is preferred.

- Experience with the State’s procurement process is desired.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring authority to select employees for interviews.  Eligible lists may be used to fill future vacancies of the same classification.

You MUST possess the minimum qualifications before you may be selected for a State job – verification will be completed upon hire.  If you are scheduled to complete an educational or licensing requirement within six months of being placed on the eligibility list, you may participate in the selection process.  Permanent State employees may also complete necessary experience requirements within six months of the date of being placed on an eligibility list.  

Please note, selected candidates may be required to complete and successfully pass a State and Federal fingerprint background check prior to being hired.
