Introduction

The Maryland Department of Labor, (MDOL), Division of Unemployment Insurance is accepting applications from qualified candidates for the position of UI Professional V in DUI Policy and Planning Unit. This recruitment will be used to fill current and future vacancies. All candidates must meet the minimum qualifications during the time apply. The resulting eligible list will be maintained for one year after the closing date of the announcement.

POSITION DUTIES

The Maryland Department of Labor (MDOL)'s Division of Unemployment Insurance (DUI) Policy Unit focuses on comprehensive policies and programmatic initiatives which will improve the day to day operation of the Benefits Unit, Contributions Unit, as well as all DUI Quality Control functions. This position will provide professional input and assistance with formulating and reviewing policies, including drafting DUI directives, policy guidance letters and other policy documents.

This position will provide support to the Director of Policy & Communications, Manager of Policy & Quality Control, and other staff members with policy research and analysis, program coordination, document preparation, and research. During the legislative session, this position will play a critical role in the researching and drafting of fiscal notes and/or legislative testimony.   Additionally, this position will work closely with the various Units within DUI on data analysis, in support of targeted initiatives. This position will be expected to maintain consistent communication with the Manager of Policy & Quality Control, Director of Policy & Communications as well as the Assistant Secretary, Deputy Assistant Secretary, and UI Cabinet and UI Leadership.  Communication with state and federal partners regarding unemployment insurance programs and policy issues as required is also expected. This position will research and monitor policy initiatives and best practices related to unemployment insurance on the local, State and national levels. This position will lead DUI in developing and implementing reemployment, tax, benefits, and internal performance metrics, federal reporting, & process improvement strategies.  Finally, this position will work on special projects as assigned.

MINIMUM QUALIFICATIONS

Applications that meet the minimum and selective qualifications will be referred to the hiring manager for interview selection. Units will select those candidates most closely demonstrating the qualifications for interview. 

Education: Possession of a bachelor’s degree from an accredited four-year college or university. 
Experience: 4 years of experience in a public/or private agency rendering and/or determining eligibility for a Human Service Program or other programs. 
Note: Applicants may substitute additional experience in unemployment insurance as defined above for the required education at the rate of one year of experience for one year of education, for up to four years of the required education.

SELECTIVE QUALIFICATIONS

1. Two years of experience researching, analyzing, and evaluating legislation, laws, regulations, and policies.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (MDOL/DUI) to determine whether any monies are owed to MDOL/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
