Introduction

The Maryland Department of Labor, (MDOL), Division of Unemployment Insurance is accepting applications from qualified candidates for the position of UI Professional IV. This recruitment will be used to fill current and future vacancies. The resulting eligible list will be maintained for one year after the closing date of the announcement.

Main Purpose of Job

The main purpose of this position UI Tax Accountant Professional IV is to assist the Wage Reporting and Accounting Unit Supervisor in planning, coordinating, supervising, and evaluating the work of UI Professionals and lower-level UI Tax Accountant Professionals and to provide the advanced level of work in the Wage Reporting and Accounting Unit within the Accounting and Fund Management Section within the Unemployment Insurance Contributions Division (UI) of the Department of Labor (MDOL) applying generally accepted accounting principles.

POSITION DUTIES

This position reviews and authorizes financial transaction records for submission to fiscal control agencies; formulates UI policies and procedures to maintain internal controls to ensure the reliability and security of funds and records; reviews and approves reconciliations of entire accounts by determining the materiality of exceptions, selecting the proper accounting treatment, gauging the effect of adjustments on the entire UI accounting system and maintaining documentation for audit trails; participates in the audit process of agency fiscal operations by providing auditors with explanations of UI accounting procedures, providing documentation of fiscal transactions and assists in formulating and implementing corrective action plans precipitated by audit exceptions; prepares UI management reports required by USDOL specific to the Unemployment Insurance Program; ensures that UI Professionals and lower-level UI Tax Accountant Professionals are reviewing and taking appropriate action on work items generated through the system; assists in developing and implementing training programs for the UI Professionals and UI Tax Accountant Professionals; assists in the compilation of unit metrics information to report to the UI leadership; assists with development and revision of UI accounting policies to improve UI accounting controls and efficiency.

MINIMUM QUALIFICATIONS

Applications that meet the minimum and selective qualifications will be referred to the hiring manager for interview selection. Units will select those candidates most closely demonstrating the qualifications for interview. 

Education: A Bachelor's degree in Accounting from an accredited college or university, or a Bachelor’s degree with 30 credit hours in Accounting and/or related courses.

Experience: Four years of professional accounting experience or four years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.  

Notes:

1. Candidates may substitute the possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university for two years of the required experience.

2. Candidates who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Candidates may substitute additional graduate level education in Accounting at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required general experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

3 year's of supervisory experience.

DESIRED OR PREFERRED QUALIFICATIONS

Proficient in Microsoft Excel and Word.
Strong supervisory skills.
Prior or current Unemployment Insurance experience.
CPA certification.
Strong people skills.
Strong written and oral communication experience.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
