Annually, DHCD finances approximately 2,700 units of multifamily rental housing in 40 properties, amounting to $350 million in construction and permanent financing. Also DHCD, through its flagship program, the Maryland Mortgage Program (MMP) assists thousands of Marylanders annually to achieve the homeownership dream. Funding comes from a variety of sources, including state-appropriated funds, taxable and tax-exempt revenue bonds, federal low income housing tax credits, federal HOME funds and other federal funds. Additionally, DHCD administers rental assistance programs and innovative initiatives designed to expand affordable housing opportunities for persons with disabilities, increase the energy efficiency and sustainability of affordable multifamily developments, and preserve rental housing.

POSITION DUTIES
The Division of Finance and Administration is seeking a qualified candidate to serve as Payroll Specialist. The Payroll Specialist will operate under close supervision and will work with program staff on the various program requirements associated with permanent and contractual payroll, leave keeping, and completing auditor support schedules. This position will get practical experience in time allocation (funding to a PIN level as required by federal auditors) and be exposed to restating GAAP accounting into government accounting for inclusion into the CAFR (State’s Annual Comprehensive Financial Review), payment processing, subsidized housing payments, and audited financial statements. This position will assist in DHCD meeting the States Treasurer’s close out schedule and learn to prepare financial responses to requests from the Office of Legislative Auditors, independent auditors, federal auditors and other for supervisor’s review and approval.
This position will learn to multi-task and perform functions under tight deadlines in a complex and technical environment. This position will gain knowledge and proficiency to crucial payroll application and payroll financial analysis, accounting, cash awards, revenue generation, and completion of mandated reporting.
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree in Finance, Business Administration, Economics, Accounting or a related field from an accredited college or university.
Experience: None.
Notes:
1. A Certified Public Accountant (CPA) certification or documented eligibility to sit for the CPA Examination may be substituted for the educational requirement.
2. Candidates may substitute one year of professional financial analysis experience, such as managing financial asset and debt portfolios, examining, analyzing, and interpreting accounting, budget, grant or real estate investment portfolio records and reports by applying generally accepted accounting principles for 30 credits on a year-for-year basis for the required education.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the accounting field of work on a year-for-year basis for the required education.
