The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop.

POSITION DUTIES

This position serves as the Lead Insurance Analyst for the Maryland Housing Fund (MHF) Section within the Division of Finance and Administration.  The analyst will lead a team that manages a $1+ billion real estate portfolio, servicing of state multifamily loans and small business loans, and prepares quarterly financial statements via Microsoft Excel. The chosen candidate must have several years creating financial statements and disclosures.

This Lead Insurance Analyst position is a part of the multi-billion dollar financing operations, closely interacting with internal and external professionals to achieve the most optimal and cost effective funding mechanism for affordable housing, community development, business lending and neighborhood revitalization projects. This position is involved in the management, operation and coordination of many units in the Department requiring an understanding of multiple technical areas including capital markets, mortgage products and execution methodologies, underwriting, insurance, asset management, grant/loan agreements and required reporting, debt management, compliance to State and Federal regulations and loan servicing.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree in Finance, Business  Administration, Economics, Accounting or a related field from an accredited college or university.  

Experience:  Five years of professional financial analysis experience, such as managing financial asset and debt portfolios, examining, analyzing, and interpreting accounting, budget, grant or real estate investment portfolio records and reports by applying generally accepted accounting principles.    

Notes:                

1.  Certified Public Accountant (CPA) certification or documented eligibility to sit for the CPA Examination may be substituted for the educational requirement.                                       

2.  A Master’s degree in Finance, Business Administration, Economics, Accounting or a related field from an accredited college or university may be substituted for two years of the required experience.                                       

3. Candidates may substitute one year of professional financial analysis experience, such as managing financial asset and debt portfolios, examining, analyzing, and interpreting accounting, budget, grant or real estate investment portfolio records and reports by applying generally accepted accounting principles for 30 credits on a year-for-year basis for the required education.     

4.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the accounting field of work on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Certified Public Accountant

Master's in Finance, Business Administration, Economics, or Accounting

Experience analyzing financial statements using GAAP Accounting

Experience with Loan Accounting

Experience with Insurance Certificate Accounting
