The Maryland Department of Planning (Planning) promotes a
vision for economic development and local authority throughout Maryland. The
agency helps Maryland's counties and municipalities in land use and resource
planning and provides review and technical assistance on a variety of planning
topics.
As Planning monitors and forecasts changes in development
and land use throughout the state, its staff creates tools that help plan
Maryland's future. Information on demographic, socio-economic, political,
cultural, geographic and land-use trends is collected, analyzed, and
distributed in multiple formats. Planning supports interactive, web-based map
display of census data, land-use, parcel data and aerial imagery to assist
local government growth and land-use planning decisions.

LOCATION OF POSITION

POSITION DUTIES
The incumbent is responsible for supporting the MD State Data Center, which processes the annual American Community Survey data files, decennial Census results, and other statistical products. Statistical software is used to extract large data sets and prepare user-friendly, time sensitive products based on client requirements. To this end, the position will review technical literature to become familiar with specialty software and to keep abreast of developments in data processing technology.
This position is also responsible for analytical work in demographic and socio-economic data analysis and mapping using spreadsheets, databases, business intelligence tools and Geographic Information System (GIS) software packages. The position will independently perform complex data analysis and communicate those results to various stakeholders, both in person and via our website.
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree from an accredited college or university that includes 30 credit hours in Planning, Environmental Science, Environmental Studies, Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, Information Technology or Urban Affairs.
Experience: Three years of experience in research and planning projects related to the development and use of land, water, transportation, community or natural resources by assisting in obtaining, analyzing and conducting research on demographic, socio-economic, political, cultural, geographic or land-use trends.

1. Candidates may substitute the possession of a Master’s degree from an accredited college or university in one of the specified educational fields for one year of the required experience.*
2. Candidates may substitute the possession of an additional Master’s degree from an accredited college or university in one of the specified educational fields for one additional year of the required experience.*
3. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in one of the specified educational fields for two years of the required experience.*
*Two years is the maximum number of years that may be substituted by education for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Logistics, Urban Planning, Architect, Geospatial Intelligence Analyst or Cryptologic classifications; or Logistics, Urban Planning or Architect specialty codes in the Architect field of work, on a year-for-year basis, for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
Three years’ experience in one or more of the following:
1. Experience with developing data analytical/visualization tools like
Tableau, Microsoft Power BI, Microsoft Excel, WordPress, Esri storyboards, web
dashboard development and/or web mapping application design.
Creating layouts and updating data on websites.
2. Experience with statistical software and languages: Access, SQL, Python, Access, Fortran, SAS
and/or C+.
3. Developing and reviewing computer programs and scripts to
generate population and school enrollment projections.
4. Authoring reports and presentations to communicate findings
and analysis.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be
assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be
required to possess a motor vehicle operator’s license valid in the State of
Maryland.
Conclusion
A Demographic and Socio-Economic Planner is needed to assist with the monitoring and forecasts changes in development and land use throughout the State.
