Main Purpose of Job

The Office of Workforce Development and Technology Transfer (OWDTT) is charged with the responsibility of improving and strengthening the knowledge, skills, abilities, and attitudes of those providing substance use, mental health, prevention, recovery and behavioral health services in Maryland. The office is committed to improving the competency of current and future practitioners by providing evidence-based, promising, and best practices educational opportunities to those who interact with individuals receiving behavioral health services. The office is able to improve the skill level of behavioral health professionals and expand the behavioral health workforce by creating and expanding continuing education course work, working collaboratively with higher education providers in the development of substance use related disorders, prevention, and mental health curriculum and by assisting in the setting of education and licensing standards. This position is vital in providing operational and programmatic support to the office’s strategic plan and to the Behavioral Health Administration’s mission.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling or a related field.

Experience: Five years of professional experience in health services, two years must have been in the Addiction option.

Notes:

1. Candidates may substitute the possession of a Master’s degree from an accredited college or university in a health or      human service field for one year of the required general experience.

2. Experience in the Addiction option must be as follows: professional work related to treatment and services for persons with alcohol or other substance abuse addiction.

3. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in another field plus one additional year of professional experience in health services for the required education.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist  specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess experience in staff development or higher education office that provides training; with database systems, public behavioral health systems; community based mental health services and/or substance use related disorders. The desired candidate should also possess experience in workforce development, training, data collection and analysis.
