Introduction

The Employee Benefits Division of the Department of Budget and Management, a State agency, has four (4.0) vacant positions available for an Office Services Clerk.

This is a “Contractual” position, as such the selected candidate serves at the pleasure of the appointing authority.

POSITION DUTIES

These four (4.0) contractual full-time equivalent (FTE) positions will assist the Employee Benefits Division (EBD) with processing Consolidated Omnibus Budget Reconciliation Act (COBRA) request related to a designated group of eligible members. These positions will verify eligibility for premium assistance for COBRA coverage as established and available through the American Rescue Plan Act (ARPA) from May 31, 2021 through September 30, 2021 (with potential for 3-month extension through December 31, 2021).

  • Organizes and separates forms received into appropriate health carrier groups using either Excel spreadsheets or carrier portals, as appropriate.
  • Verifies eligibility of member by comparing information provided on request form to eligibility file.
  • Inputs member information into carrier portals or Excel spreadsheets, as appropriate.
  • Redirects rejected or inconclusive request forms to appropriate EBD staff for review and audit.
  • Follows up on approved members to ensure timely notices are issued indicating when a member’s premium assistance will expire.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience performing clerical duties.

Notes:

1. Additional experience performing clerical duties may be substituted on a year-for-year basis for the required education.

 2. Applicants may substitute education from an accredited college or university at the rate of thirty semester credit hours for one year of experience on a year-for-year basis for the required experience.

 3. Six months clerical training with three courses in subjects such as keyboarding, clerical math, word processing, spreadsheets, database, graphics presentation, proofreading, or office etiquette may be substituted for six months of the requires experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Administrative classifications or in Administrative, Clerical, or Office Services specialty codes in the Clerical Support field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. Background in medical billing or health field.
2. Comfortable using Excel spreadsheets and similar products. 
3. Great organization and time management skills.

LIMITATIONS ON SELECTION

Though work is intended to be 100% remote, employees must be able to report to Baltimore City worksite if necessary.
