Main Purpose of Job

This position serves as a Program Specialist within the Office of Adult Services and is responsible for developing the direction, guiding the implementation and monitoring the performance of Adult Services Programs implemented by the 24 Local Departments of Social Service.

This position establishes and institutes changes in regulation, policy, operational standards and service delivery models across all Adult Services Programs; performs data collection and analysis, including the design and implementation of MD THINK platform CJAMS; directs and implements the goals of SSA’s Integrated Practice Model, and Adult Services Policy and Practice Initiative; and represents the Office of Adult Services in the community by participating in workgroups, boards, committees and other activities in order to foster independence and safety for the State’s vulnerable adults. 

This position provides state supervision, management and direction to the Local Departments of Social Services Administrators and Supervisors of the Adult Protective Services statewide program, focusing on vulnerable adults with disabilities and older adults to prevent and reduce the incidence of abuse, neglect, including self-neglect, and sexual and financial exploitation.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Five years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration
of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field at may be substituted the rate of 30 semester hours per year for up to two years of the required experience.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered. Include clear and specific information on your application regarding your qualifications.

One year of experience working within the Adult Services, Aging, Disability, Family Caregiver, or Adult Public Guardianship areas in the public or private sector.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

The ideal candidate will possess:

1. One year of experience in program development, implementation and monitoring.

2. One year of experience in data analysis and monitoring.

3. One year of experience in budget development, justification and monitoring.

4. Strong written and oral communication skills.

5. Demonstrated skills in effective time management, priority setting, multi-tasking, problem solving, and critical thinking.
