Main Purpose of Job

This position serves as a Program Specialist within the Office of Adult Services and is responsible for developing the direction, guiding the implementation and monitoring the performance of Adult Services Programs, including budget management, procurement implemented by 24 local Department of Social Services (DSS), as well as public and private services providers. This position establishes and institutes changes in regulations, policy, operation standards and services delivery model across all Adults Services Programs, performs data collection and analysis, including the design and implementation of MD THINK platforms and CJAMS. Directs and implements the goals of SSA Integrated Practice Model, and Adult Services Policy and practices initiative; and represents the Office of Adult Services in the community by participating in workgroups, boards, committees and other activities in order to foster independence and safety for the State's vulnerable adults.

This position provides state supervision, management and direction to the Local Department of Social Services Administrators and Supervisor of the Respite Care and Social Services to Adults (SSTA) Programs.

MINIMUM QUALIFICATIONS

Education A bachelor’s degree from an accredited college or university.

Experience:  Five years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1.  Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2.  Education at the graduate level at an accredited college or university in a human services related field at may be substituted the rate of 30 semester hours per year for up to two years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. One year of experience in program development, program implementation or program monitoring. 
2. One year of experience in budget development, justification and monitoring. 
3. One year of volunteer or professional experience working with caregivers.
