Introduction

The Water & Science Administration is recruiting for an internal Administrative Specialist II in the Water Supply Program.  This is a position specific recruitment for the Maryland Department of the Environment.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting cert list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

This position is open to permanent and contractual employees of the Maryland Department of the Environment only.

Main Purpose of Job

This position manages the obtainment of applications for Water Appropriation and Use Permits, Notices of Exemption, and water withdrawal reports, and performs monthly reporting and compliance related activities within the Water Supply Program

POSITION DUTIES

The following duties are examples of assignments performed by the incumbent in this classification.  It is not a total comprehensive list of duties, nor is it restrictive regarding job assignments.     

Processes Applications for Permits and Notices of Exemption: 

  • Ensures accuracy of permit data related to location, ownership, etc. using the Program's data management system, the data management system's mapping functions, and the State's Department of Assessments and Taxation website;
  • Composes written correspondence and communicates by phone with permittees to notify them of permit status, or obtain additional information when applications are incomplete;
  • Logs exemptions and applications into the Program's data management system. Determines which Project Manager is assigned to the permit and distributes files to the appropriate Project Manager; 
  • Maintains accurate paper records and accurately updates the Program's database;
  • Maintains a running log of water appropriation permits approved for Exemption. 

Manages Water Withdrawal Reporting:              

  • Prepares over 4,000 annual reminder notices to permittees when water withdrawal reports are due;       
  • Ensures that all data is entered into the data management system in a timely and accurate manner;
  • Tracks compliance with reporting requirements and follows up with second notices when permittees fail to respond within required time parameters.  

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: One year of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above for the required education at the rate of one year of experience for 30 credit hours, for up to 60 credit hours of required education.

2. Candidates may substitute 90 credit hours at an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

  • Working knowledge of Maryland Water Appropriation and Use Regulations;
  • Experience using the Water Supply Information and Permitting System (WSIPS).

This position is open to permanent and contractual employees of the Maryland Department of the Environment only.

Candidates may remain on the certified eligible list for a period of at least one year.  The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.
