Our team needs a Human Resource Liaison that can work independently, recommend options on recruitment, retention and training, effectively communicate ideas and issues, believes change is good and want to come to work knowing that what they do makes a difference. We are looking for someone who can maintain confidentiality and be able to take initiative.

The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop.


The Division of Finance and Administration (DFA) is looking for a Human Resource Liaison that can work independently, recommend options on recruitment, retention and training, effectively communicate ideas and issues. This division has approximately 70 staff and 7 units lead by a division Deputy Director and Director. This position will work directly for the Division Director to assist in processing paperwork and required forms and assist in recommending human resource decisions based on what’s best for the division.

The chosen candidate will have experience in human resource management in a fast paced time sensitive environment. We are looking for someone who has knowledge or can quickly learn the rules and laws relating to Maryland State employment. Individual must be a good communicator as they will interact with DHCD Central HR Office the needs and desires of the DFA Directors. The candidate should have good writing skills and proficiency in MS Office. Preference will be given to someone who has experience in creating training opportunities based on the needs of the division. Individual must be able to keep sensitive information and data to themselves. 

DHCD offers limited health benefits, a flexible work schedule and competitive salary; training, advancement and career path opportunities; casual business dress Friday as well as during the summer, onsite gym and shuttle service for MARC train commuters. In addition, contractual staff can earn 1 hour of paid time off for every 30 hours worked.


Education: Completion of 60 credit hours at an accredited college or university.

Experience: One year of experience in administrative or professional work.


1. Candidates may substitute experience as defined above for the required education at the rate of one year of experience for 30 credit hours, for up to 60 credit hours of required education.

2. Candidates may substitute 90 credit hours at an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required education and experience.


Preferred Qualifications:

  • Associates degree in HR Management or equivalent degree
  • Two years of professional human resource experience, such as hiring, recruitment, and training employees
  • Experience with processing human resources actions in accordance with the State of Maryland requirements
  • Experience with Microsoft Word and Gmail


Candidate may be responsible for providing their own transportation as needed to access meetings, remote locations, and job destinations as assigned

The examination will consist of a rating of your education, training, and experience related to the requirements of the positions. You may be required to complete a qualifications supplement, or the rating may be based on your application. Selected Candidates may be subject to a written examination.


Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a temporary/contractual employee who has worked 106 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
