Main Purpose of Job

To have a working knowledge of regulations pertaining to  importation of animals
into Maryland and to approve exportation, with approval of the State Veterinarian, of animals into
all 50 states, Puerto Rico and the U.S. Virgin Islands.  Issue permits for swine entering Maryland.
 Incumbent will also maintain excel spreadsheet of Veterinarians and Veterinary Technicians
enrolled in the Volunteer Veterinary Corps.  Incumbent is also responsible for maintaining data of
approximately 15,000 EIA test results received from private laboratories for the federally
regulated Animal Disease Traceability (adt) Program. Incumbent will also be responsible for
entering and maintaining disposal property into the GovDeals data base as procurement
representative for the program.

POSITION DUTIES

Incumbent will gain a working knowledge of regulations pertaining to importation and exportation of animals into Maryland to respond to public inquiries and to approve, with approval of the State Veterinarian, animal movement documents. Receives and reviews for completeness and accuracy approximately 25,000 Certificate of Veterinary Inspections (CVIs) of all animals imported/exported in and out of Maryland, throughout United States, Puerto Rico and the U.S. Virgin Islands. Forwards all Certificate of Veterinary Inspections (CVI's) to each destination state within 10 days of receipt and conducts a monthly count of CVI's issued in and out of Maryland.

 

Incumbent issues permits for swine entering Maryland, maintains excel spreadsheet of Veterinarians and Veterinary Technicians enrolled in the Volunteer Veterinary Corps, and maintains data of approximately 15,000 Equine Infectious Anemia (EIA) test results received from private laboratories for the federal Animal Disease Traceability (ADT) Program.

Reviews for accuracy and completeness of approximately 10,000+ Certificates of Veterinary Inspection (CVIs) for all Maryland Exhibitions during fair/show season.  Conducts monthly data analysis, counting the number of certificates received and the number animals by species going to the fairs/shows in Maryland.

Incumbent performs general office duties, (i.e., prepare & type correspondence, routes mail, answer telephone calls and direct them to the appropriate person, preparing correspondence from draft memos to veterinarians who do not meet export requirements). Incumbent will also be responsible for entering and maintaining disposal property records into the GovDeals data base as procurement representative for the program.

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: One year of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above for the required education at the rate of one year of experience for 30 credit hours, for up to 60 credit hours of required education.

2. Candidates may substitute 90 credit hours at an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Experience in collecting, reviewing and entering large amounts of data into a software database system. 

Experience working in a veterinary or medical office. 

Experience interpreting regulations, policies and standard operating procedures to customers. 

Experience with Microsoft Office (Word, Excel and Access) and G-Suite.
