POSITION DUTIES

This position supervises assigned Title IV-E determination staff in their responsibilities for the Foster Care, Adoptions and Guardianship Assistance Programs. Duties include daily on site and off site supervisor of Title IV-E Specialist work assignment, consulting and assisting local department Title IV-E liaison, central and local office staff on a variety of Title IV-E and other Federal Funding issues, monitoring and approving Foster Care, Adoptions and Guardianship Assistance expenditures, coordinating data from various sources to meet Federal reimbursement and reporting requirements needed to receive Federal Funds for child welfare services, and recommending and implementing initiatives to maximize Federal Funds.

This is a highly proficient level position, which requires the ability to work independently and supervise as well as have a thorough knowledge of State and Federal regulations to ensure that maximum allowable federal fund reimbursement is received for the delivery of child welfare service. This position is integral to achieve Social Services Administration’s mission to maximize federal funding by providing leadership in fiscal matters and empowering the central office, local departments of Social Services and other community partners to deliver the most effective and efficient services to our population.

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (AND SELECTIVE, see next section below) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying. 

EXPERIENCE: Eight years of experience, four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations and an additional four years of professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations. 

NOTES: 

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations for the required experience. 

2. Candidates may substitute graduate level education at an accredited college or university in a human services related field at the rate of 30 credit hours per year for up to six years of the required experience. 

3. Candidates may substitute U.S. Armed Forces military experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical and Office Services field of work on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. One year of experience using computer programs such as Microsoft Office Suite (Word, Excel, Access and PowerPoint), Adobe, or Google (Gmail, Docs, Sheets, Calendar, Smartsheet,Etc.)
2. One year of experience using one or more of the following: Client Information System (CIS), Child, Juvenile and Adult Management System (CJAMS), Client Automated Resources and Eligibility System (CARES), and/or BEACON 2.0. 
3. One year of supervisory experience. 
4. One year of experience working for a government agency and/or social service agency.
