Introduction

The Water and Science Administration is recruiting for an Environmental Compliance Specialist I in the Compliance Program, Central Division.  This is a position specific recruitment for the Maryland Department of the Environment.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting cert list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

This is an entry-level position in the field of environmental regulatory compliance. Employees represent MDE in a wide range of environmental program specialties including water pollution control, resource management, sediment/erosion control, agricultural operations, tidal and nontidal wetlands, flood control and waterway construction, as well as, stormwater management. Employees in this position learn the process of environmental compliance through exposure to and interaction with other programs within WSA and MDE. At the trainee level, a strong emphasis is placed on compliance procedures and policies, rather than enforcement actions.

Working conditions of the position include:  

§Work may involves exposure to uncomfortable or unpleasant surroundings. The range of sites visited by specialists is extensive.  Consultations are performed in the middle of a wetland; While other inspections may be performed at sewage treatment plants, etc.

§Work involves exposure to hazardous conditions which may result in injury.

§Work involves special physical demands such as lifting 50 pounds or more, climbing ladders, etc. At many sites water quality samples are taken. This requires personnel to carry chemicals, equipment and tools, water samples and files.

§Work requires the use of personal protective equipment. When conducting site visits, required equipment may include goggles, gloves, mask, etc.

This is a field position with statewide responsibility. The incumbent in this position will be required to drive a state vehicle.  If you maintain an out-of-state driving license, you must provide a certified copy of your driving record for the appropriate Motor Vehicle Administration at time of appointment. Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive a State vehicle.

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree from an accredited college or university in earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline.

Experience: None.

Notes:

1. Candidates may substitute experience performing environmental regulatory compliance work in the areas of water pollution control; sediment and erosion control; tidal and nontidal wetlands; flood control and waterway construction; stormwater management; coal, noncoal and surface mining, air quality and air management control; solid waste management; hazardous waste control; or oil pollution control on a year-for-year basis for the required education. 

2. Candidates may substitute sixty credit hours from an accredited college or university which includes thirty credit hours in any combination of the above disciplines and two years of experience performing inspection or investigation work related to State, federal or local regulation, code or standard compliance for the required education.

3. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and four years of experience performing inspection or investigation work related to State, federal or local regulation, code or standard compliance may be substituted for the required education.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following: 

Knowledge of inspection and enforcement in water-related media (e.g., Erosion and; Sediment Control, Stormwater Management, NPDES, Wetlands and Waterways).
Experience in conducting field inspections/investigations at permitted and non-permitted sites/facilities, and documenting findings/observations in a report.
Knowledge of sediment and erosion control practices, and knowledge of reviewing construction drawings/plans. pertaining to erosion and sediment control, stormwater management, tidal wetlands, non-tidal wetlands, and waterway construction.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

2. Employees in this classification may be required to obtain and maintain certification or license in the designated environmental compliance area.

Employees in this classification are subject to call-in and, therefore, will be required to provide the employer with a phone number where they can be reached.
