Main Purpose of Job

The main purpose of this job is to plan, implement, study and improve system efficiency through the integration of peer support services for families served by the State of Maryland’s child welfare system. Ensure family voice in policy development, identify service needs, and improve access to needed services, improving the overall operation of Maryland’s child welfare system. This position supports the mission of the agency to “aggressively pursue opportunities to support those in economic need, promote prevention services, and protect vulnerable children and adults.” The purpose of this position is to prevent foster care placement and support reunification expediently as possible through the lens of peer support and improvement of system efficiency.

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.

Education: A bachelor’s degree from an accredited college or university.

Experience: Three years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field may be substituted at the rate of 30 semester hours per year for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications and Administrative Officer specialty codes in the General, Administrative, Clerical, and Officer Services field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered. Include clear and specific information on your application regarding your qualifications.

One year of experience as a Child Welfare Advocate.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1.  Two years of experience providing service to internal and external customers.

2.  One year of experience writing correspondence to include reports, briefings, letters or emails to be sent to internal and external customers.

3.  One year of experience researching and developing networks of community resources.

4.  "Lived-in" experience within a child welfare system to include either being a parent, foster alum and/or kinship provider with experience receiving service or intervention from the system.

5.  Strong verbal and written communication skills.

SELECTION PROCESS

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service is required prior to hire.
