Main Purpose of Job

This position functions as a Time Study Specialist for the Department of Human Services, Budget and Finance, Cost Allocation and Revenue Management (CARM) Unit. The incumbent in this position administers the statewide Random Moment Time Study (RMTS) for the Family Investment Administration by reviewing and analyzing sample response data submitted daily by local departments via an electronic database. Also, assists with the Social Services Time Study (SSTS). The RMTS and SSTS are statistical tools used for cost allocation. The position provides guidance to all CARM and local department staff to ensure compliance with all policies, regulations and legislations related to RMTS programs; and to ensure the timely implementation of new initiatives or programs. As the Time Study Administrator, the incumbent serves as the Statewide federal compliance expert for the RMTS and SSTS programs which allow the State to claim vital federal funds for programs.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Two years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:
1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field may be substituted at the rate of 30 semester hours per year for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Officer Services field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. One year of experience using computerized fiscal applications and software including spreadsheets and database applications.
2. One year of experience writing/analyzing data reports.
3. Six months of experience evaluating program effectiveness to identify problem areas and make recommendations for improvement.
