POSITION DUTIES

The main purpose of this position as a Lead Worker is to provide secretarial and administrative support to the Executive Secretary and Assistant Executive Secretary for the Public Service Commission.

Record and index all incoming utility filings and correspondence with the PSC's case management system. 

Read and prepare an initial summary of all officially filed PSC correspondence (requiring an understanding of public utility regulation), assign mail log numbers, stamp with official file stamp and distribute. 

Preliminary Administrative Meeting items are derived from official filings. 

This task involves the processing of numerous confidential filings and new cases for the docket room. 

Provide support and guidance to other docket room personnel as needed. 

Assign companies codes for new applications, perform research for pending filings and copying of memorandums and/or attached letters for internal distribution. 

Prepare appropriate memorandum for the Executive Secretary's Approval initiating work of Commission Staff. 

Prepare appropriate promotional offering, cease authority and withdrawal letters for the Executive Secretary's signature. 

Determine the appropriate filing fees for all filings and when appropriate, ensure the receipt of filing fee prior to official acceptance of filing. 

Other Duties as assigned.

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: Two years of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above at the rate of one year experience for 30 credit hours of education for up to 60 credit hours of the required education.

2. Candidates may substitute a Bachelor’s degree from an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate should have the following:

Experience with handling legal and confidential documents.  

Proficient with Microsoft Office.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
