POSITION DUTIES

This is an administrative position that requires regular use of independent judgement and analysis in applying and interpreting complex administrative plans or policies. This position will analyze and compile data obtained from continuous quality improvement (CQI) processes, manage the database for all clinical reports submitted by the health care vendors; track and follow through with all clinical services activities monitored by the office of legislative auditors; and work with the department’s Director of Nursing (DON) and Director of Clinical Services/Chief Medical Officer (CMO) in the review and management of the clinical services’ policy and procedure manuals. Position will support the department in the management and oversight of vendor credentials including training requirements. This position will work with ACOMs and CQI nurses to trend and track all vendor activities required to monitor contract compliance and will provide reports as directed to the Chief Medical Officer and the DON.

1. Management of Vendor Reports: Monitors vendors’ contractual compliance with submission of required reports and reviews the contents of those reports for compliance. Provides monthly summary of reports and works with ACOMs and CQI nurses to follow up with vendors for missing reports. Will recommend liquidated damages as necessary for continued non-compliance and will make recommendations to the state’s DON and Chief Medical Officer for improvements in the process. Will analyze and trend data related to specific reports as directed by the DON and the CMO. Maintain reports in a form and format approved by the DON for review by external auditors as necessary.  

2. Monitoring of Vendor Training Compliance and Credentialing Monitor the training database for all vendors to ensure contract compliance with initial and annual training requirements and provide monthly reports of compliance to the DON. Monitor the credentialing database for all vendors in the Netdocs state document storage system and provide monthly reports of compliance. Notifies ACOMS of all individuals with expired credentials for lock-out from the facilities when indicated and recommends liquidated damages when applicable. Maintains a spreadsheet of all barred vendor employees and verifies employability of all new employees by cross referencing this list against new employee through monthly review of vendor new employee list. Completes credentialing audit according to established frequency using approved credentialing audit tool and reports findings to the DON.  

3. Management of Clinical Services Policy and Procedure Manuals Provides administrative support needed to type, store, and ensure annual review of all DPSCS Clinical Services Policy and Procedure manuals. Liaises with other departments in the agency and with health services vendors as needed for the policy reviews. Assists the DON with assignments of nurses for policy review and follows through to ensure completion. Ensures that current policies are accessible in the S-Drive and Safetynet.

4. Management of the Departments Clinical Services CQI Data and CAPs Works with the CQI Nurse manager to track and trend vendor CQI reports and the department’s CQI reports, identify areas or processes that need improvement and make recommendations for corrective action plans (CAP). Maintain a database for all requested corrective action plans related to the trending reports, inmate death reviews, ARP appeals and other process reviews and ensures that all CAPs are completed to include receipt of all evidence of corrective actions and audits validating resolution of the problem.  

 5. Audit Tools and Management of External audit Processes Works with the DON and the CQI Nurse manager in the development of audit tools as needed to monitor all clinical services processes including as required for the Duvall audits. Maintains a database to manage the department’s compliance with all external audits including NCCHC, MCCS, ACA, OHCQ, DEA etc. Ensures receipt of all reports from the auditors and follows up with vendors to ensure that all corrective action plans required by any external auditor is completed and provided by the vendors in a timely manner.

6. ACOM and CQI Support Provides administrative support to ACOMs in the Central, Southern and Western Regions of the state as needed to include reports management, vendor staff credentialing review and ensuring availability of office supplies. Works with the ACOMs and the Medical Internal Audit Unit to compile analyze and summarize staffing audits completed by the ACOMS using the KRONOS timekeeping system.

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.

Education: Completion of 60 credit hours at an accredited college or university.

Experience: Two years of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above at the rate of one year experience for 30 credit hours of education for up to 60 credit hours of the required education.

2. Candidates may substitute a Bachelor’s degree from an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required education and experience.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
