This office is located approximately 55 miles North of Baltimore off of Interstate 95, Exit 109 (the last exit before the MD/DE line).

Main Purpose of Job

This position assists with the WISH (Work Incentive Self-Help) team to get customers job ready and employed under the Maryland Rise Initiative. This position is responsible for promoting the agency's employment programs to the community; works with the WISH team to support customer work efforts and to assist with meeting Maryland Rise and Welfare to Work goals. Frequently meet with members from the community including but not limited to employers, businesses and administrators from staffing agencies, officials from the county government, and members we have contracts with such as Division of Rehabilitation Services (DORS).

POSITION DUTIES

Makes presentations and promotes the WISH Program to the community.

Works closely with customers to find appropriate job placements throughout the community.

Assesses TCA (Temporary Cash Assistance) applicants and active TCA customers for appropriate placements by interviewing customers, obtaining complete and accurate data, and collaborating with Work Opportunities staff to determine work program compliance and completing the Online Work Readiness Assessment (OWRA).

Instructs welfare-to-work customers in employability based training including but not limited to resume building, completion of applications, teamwork/cooperation and conflict resolution. 

Monitors customer compliance with work program requirements and entering data into WORKS daily.

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: Two years of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above at the rate of one year experience for 30 credit hours of education for up to 60 credit hours of the required education.

2. Candidates may substitute a Bachelor’s degree from an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who posses the following preferred qualification(s).  Include clear and concise specific information on your application regarding you qualifications.

  • Six months experience in job development, job placement, employment counseling, recruitment or sales 
  • Six months experience in marketing employers and working with the business and professional community
  • Knowledge of the local employment and labor markets and labor market needs 
  • Willing to work face-to-face with clients in an office setting and with community partners

LIMITATIONS ON SELECTION

Candidates must be willing to work in Cecil County, Elkton, MD.  Elkton is located approximately 55 miles North of Baltimore off of Interstate 95, Exit 109 (the last exit before the MD/DE line).

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Candidate may be responsible for providing their own transportation as needed to access meetings, remote locations and job destinations as assigned.

 For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service must be provided prior to hire. 
 The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
