Main Purpose of Job
The position supports the Permanency Manager in the planning and operation components of Social Service Administrations' Permanency Unit. This individual completes tasks associated with day to day project management, data analysis, research, legislative initiatives, and COMAR application necessary to improve Maryland’s system of safety, permanence and well-being for children and families, specifically in resource home development and placement support services. In addition to interaction with agency staff for the completion of agency goals and objectives, this individual maintains effective professional working relationships with General Assembly, public/private businesses and stakeholders at the City, County, State and Federal government levels.
MINIMUM QUALIFICATIONS
Education: Possession of a master's degree in social work from an accredited college or university approved by the Council on Social Work Education.
Experience: Seven (7) years of professional experience in a social work capacity in a public or private agency or institution, four (4) years of which must have been in an administrative, supervisory or consultative capacity.

These requirements are established by the Social Service Administration by authority provided in Human Services §4-204 of the Annotated Code of Maryland and the Department of Budget and Management, Office of Personnel Services and Benefits does not have authority to accept substitutions or equivalents.
2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Social Work classifications or Social Work specialty codes in the Social Science, Psychology, and Welfare field of work on a year-for-year basis for the required experience and education. Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Two years of experience overseeing the preparation, negotiation, execution, ongoing maintenance and/or monitoring of contracts within a child welfare program.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
Two years of experience in day to day project management, data analysis, research, legislative initiatives, compliance and policy application.
Two years experience with databases and data analysis.
One year experience in child welfare related to permanence and well-being for children and families, specifically in resource home development and adoptions.
Ability to prioritize and multi-task effectively.
Strong customer services skills
Strong time management, priority setting and problem-solving skills.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
1. Candidates filling positions in this classification must be licensed by the Board of Social Work Examiners.
2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties are required to possess a motor vehicle operator’s license valid in the State of Maryland.
