Main Purpose of Job

The main purpose of this position is to provide managerial supervision to all non-clinical department heads responsible for administering a program deemed essential in the everyday operation at a state facility.  This position bears full administrative responsibility for all non-clinical activity with the facility to include Life Safety, Emergency Management, Safety, Security, Maintenance, Plant Operations, Nutritional Services and Environmental Services. 

The Western Maryland Hospital Center is one of two chronic specialty hospitals providing inpatient services.  Western Maryland Hospital Center is licensed and provides services to two (2) distinct programs:  Chronic Specialty Hospital and a Comprehensive Care/Skilled Nursing Facility.  The hospital is accredited by the Joint Commission and the Commission for Accreditation for Rehabilitation Facilities (CARF).  The hospital employs approximately 236 employees, is budgeted for 55 patients/residents, and has an annual operation budget of approximately $24 million.  This position is a Management Service position and it at will reporting to the Chief Executive Officer.  This position is emergency essential and is a member of the Center's Governing Body and Leadership Council.

Position duties include:

  • Provide executive director, management and supervision for non-clinical/support service operations.
  • Provide executive direction, administration and evaluation of operating funds for all non-clinical departments.  Evaluate and execute strategic funding opportunities in coordination with the capital budget, capital maintenance plans and grant funding.
  • Administrative oversight, management and coordination of ongoing hospital activities and projects.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a Bachelor's degree from an accredited college or university and at least five (5) years of professional experience. Three (3) years of this experience must have involved one or more of the following:  the supervision of other employees, overseeing and coordinating the general operations of a unit, apply rules and regulations, or exercising responsibility for the development of policies or procedures.

Preferred candidates should possess the following:

  • Experience in the supervision and coordination of facilities management; and,
  • Experience and working knowledge of the Joint Commission accreditation process and standards interpretation, particularly involving the Environment of Care, Life Safety and Emergency Management chapters.
