Introduction

This is a position specific recruitment for the Maryland Department of Natural Resources, Fishing and Boating Services. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

POSITION DUTIES

The main purpose of this position is to plan, organize, and implement administrative, fiscal and procurement functions of the Fishing and Boating Services Unit. The incumbent will assist with the preparation of budget related items for the operating and capital budgets, prepare budget adjustments, process invoices and vouchers for payments, and coordinate all procurement activities for the unit including but not limited to: preparing requests for proposals, invitations for bids, preparing service and/or maintenance contracts, Memorandums of Understanding (MOUs), and creating requisitions and purchase orders using the State of Maryland Financial Management Information System (FMIS). In addition, this position keeps track of contracts/MOUs deadlines and payments, reviews encumbrance reports and reconciles monthly to ensure spending is within budget. The incumbent will be responsible for managing the Corporate Purchasing Card (CPC) program for the unit. This includes maintaining an accurate list of all active CPC holders and ensuring CPC logs and adjustments are completed accurately and timely. The incumbent will also train and advise unit staff on corporate card and procurement laws, policies and procedures to ensure the unit is in compliance.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.  

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.  

SELECTIVE QUALIFICATIONS

One or more years of experience in procuring commodities and or services is required.

DESIRED OR PREFERRED QUALIFICATIONS

One or more years of experience in preparing and tracking operating budgets  

Proficient in using Microsoft Excel/spreadsheets for tracking contracts and expenditures

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
