Introduction

The Operational Services Administration is recruiting for an Administrative Officer III in the Central Services Division, Fleet Management.  This is a position specific recruitment for the Maryland Department of the Environment.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting cert list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

POSITION DUTIES

The main purpose of this position is to oversee the daily operations of the Department’s State Vehicle Fleet Program consisting of 240 State vehicles, 80 boats and trailers and 850 drivers. The incumbent of this position will be required to drive State vehicles and must maintain a driver's license with less than 5 points on their driving record.  Duties and responsibilities of this position will also include inspecting issues on the Montgomery Park grounds regarding MDE's fleet and/or moving State vehicles, during unpleasant weather conditions. The position may call for the incumbent to walk distances. The following duties are examples of assignments performed by the incumbent in this classification.  It is not a total comprehensive list of duties, nor is it restrictive regarding job assignments.
  • Oversee, monitor, and maintain activities and security of the WebFleet Master database;       
  • Provide quarterly reports to the Director of Central Services verifying that WebFleet data is consistent with the Access Vehicle Database and determine, if needed, corrective actions;     
  • Supervise, the WebFleet Master database, licensed by DBM’s Fleet Administrative Unit (FAU), which involves vehicle mileage and expense tracking, approved drivers' list, privately owned vehicle reimbursement, commute/exempt status, and various reports on vehicle underutilization;       
  • Provide Financial Quality Control data for Fleet Management on a monthly basis to the Director of Central Services to document vehicle assignment and mileage;         
  • Implement new procedures for tracking Privately Owned Vehicle (POV) data; reconcile fiscal year report using Access database and WebFleet Master; reconcile with Fiscal Services; make corrections as needed;
  • Manage and receive necessary forms and documents from Drivers. Coordinate approval from DBM and update WebFleet Master Database and Access Vehicle Database.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

 2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.  

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:    

  • Valid driver's license with 5 or less points on your driver's record.  
  • Experience providing customer service in a professional office setting;  
  • Experience creating queries and retrieving data from Microsoft Access to report statistical data and assemble  reports;  
  • Experience in Microsoft Application (i.e., Word, Access, Excel);  
  • Working knowledge of State of Maryland's WebFleet Master Database;  
  • Working knowledge of MDE's Fleet Management and operations;  
  • Working knowledge of DBM's Policies and Procedures for Vehicle Fleet Management.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
