LOCATION OF POSITION

This position is within the Fiscal Services Division for the Maryland Department of General Services, located at 301 W. Preston Street, Baltimore, MD 21201.

Main Purpose of Job

The main purpose of this position is to manage the day-to-day operations of the Payroll Unit within the Department of General Services (DGS). The Payroll Unit is responsible for processing time and gross payroll for all DGS employees (approximately 680) utilizing the SPS WORKDAY SYSTEM.

This is an emergency essential position subject to emergency release procedures. Employees in this position must be willing and available for duty at all hours, day or night, and are required to remain or report for duty at all hours as needed to maintain the continuous operation of this agency.

POSITION DUTIES

 The duties for this position include but are not limited to:

- Supervise the Payroll staff to ensure that State and agency policies and procedures are properly followed and interpreted.

- Develop, implement and administer procedures for the unit.

- Oversee the daily cash receipts function which includes the posting of deposits into FMIS and the processing of checks into the online banking system.

- Create journal entries related to payroll transactions.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Three years of experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.  

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.  

SELECTIVE QUALIFICATIONS

Applicants must possess the following selective qualification(s) to be considered. Include clear and specific information on your application regarding all qualifications. 

The general experience listed above must include at least two (2) years of experience performing the day-to-day functions within a payroll unit, including tasks such as reporting and posting all payroll adjustments; corrections and miscalculations; review, approve and submit timesheets; performing audits of payroll; calculate and process final leave payouts; review gross payroll reports; etc.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding all qualifications.  

- One year of supervisory experience;

- Thorough knowledge of payroll utilizing SPS Workday;

- Knowledge of generally accepted accounting principles, theory, procedures and methods;

- Skill in using computerized fiscal applications and software to include spreadsheet software and data base applications;

- Ability to operate under pressure and meet tight deadlines.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

The examination for this position will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring authority to select employees for interviews.  Eligible lists may be used to fill future vacancies of the same classification.

You MUST possess the minimum qualifications before you may be selected for a State job – verification will be completed upon hire.  If you are scheduled to complete an educational or licensing requirement within six months of being placed on the eligibility list, you may participate in the selection process.  Permanent State employees may also complete necessary experience requirements within six months of the date of being placed on an eligibility list.  

Please note, selected candidates may be required to complete and successfully pass a State and Federal fingerprint background check prior to being hired.
