POSITION DUTIES

This position has the administrative responsibility for the funding programs of the Interagency Commission on School Construction, including the development of reports and initial programmatic eligibility determinations for a number of grant programs.

Determine eligible and ineligible project components for State share of requested projects through the Capital Improvement Program and other funding programs administered by the agency including the Aging Schools Program, School Safety Grant Program, the Healthy School Facility Fund, and others. Maintains the integrity of multiple funding databases, prepares reports, and ensures data integrity. Recommends and/or determines procedures to be used for program administration. Recommends revisions to existing project databases to the Funding Programs Manager. Manages the initial submission of the Capital Improvement Program. Composes detailed correspondence to each LEA. Develops and implements new agency procedures, reports, and forms. Determines eligibility of project requests. Develops agenda items for IAC approval. 

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university. 

Experience: Three years experience in administrative or professional work.

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education. 

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience. 

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience. 

 

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Experience with capital budget systems
  • Experience with SQL based databases
  • Experience with operations of Maryland State government

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
