Introduction

Help support the Maryland Air National Guard as a Real Property Manager (State employee) at Warfield ANG Base/Martin State Airport.   Our role is supporting the men and women in uniform at the 175th Wing who serve our State and Nation.

Warfield ANG Base/Martin State Airport 2701 Eastern Boulevard, Middle River, Maryland

POSITION DUTIES

The purpose of this position is to function as the Real Property Management. This entails developing, administrating and managing the real estate activities and to serve as technical consultant to the Enclave Manager and Assistant United States Property and Fiscal Officer (USP&FO) for Real Property. This position will frequently interact with our Federal Partners and provide a high degree of customer service to them as our customer. This position has access to our Federal Partners’ software systems in order to enter information and track projects. This will require the ability to pass a federal background check in addition to a state background check. The federal background check is also required in order to access the military installation and software, and you must be able to be issued a Department of Defense CAC (access card).

Duties include but not limited to:

Researches State and local land records in order to specify land parcels and the owner. 

Compiles real estate data and data concerning the cost of leased space on a regional basis.              

Inspects property and buildings to ascertain the suitability for State use or occupancy and assure compliance with State standards. 

Prepares inspection reports and correspondence concerning leasing property. Also prepares contract specifications for renovation to State owned and leased space.  

Assists with space analysis and assignment of State owned space.  

Reviews real estate contracts or compliance with specifications and suitability for occupation of using agency. 

Assists in the preparation of forms and exhibits in connection with acquisition and/or disposals of real estate to be submitted through the Maryland Department of Planning and to the DGS Board of Public Works. 

High level of interaction with our Federal partners, Maryland Air National Guard staff. 

Provide information with a high level of customer service to all Stakeholders including Maryland Air National Guard staff.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

 2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.  

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications 
1) Experience with Real Property within the State system
2) Experience with property disposal Experience with boundary inspections for encroachment 
3) Experience using a Real Property database or other tracking software

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

This position requires that the person attain and maintain computer access. Employee further understands that if access cannot be acquired and maintained, they may be terminated. This position will require the ability to pass a federal background check in addition to a state background check in order to access the military installation, and to be issued a CAC (access card).Employee must maintain Maryland Motor Vehicle operator's license class C. Employees in this classification may be subject to call-in 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where they can be reached.
