Main Purpose of Job

This position will support the design, development, implementation, and evaluation of high-priority projects in the Medicaid program and provide information to senior managers and policymakers on issues related to health care services, financing, and regulation. This position has particular focus on emerging issues concerning MDH’s implementation of the Affordable Care Act (ACA), including payment and delivery system reform under Maryland Medicaid’s §1115 HealthChoice demonstration waiver, and Maryland’s CHIP Health Services Initiatives.  This position will be responsible for duties such as policy and data analysis, drafting reports and evaluations, fiscal impact studies, developing regulations and legislative proposals, and creating and conducting presentations. The position has an external component as well, as they will attend, and at times support and/or facilitate stakeholder meetings, internal program and staff meetings, conference calls, and committee meetings on various topics. The position will also be responsible for supporting responses to information requests from legislative offices, the Governor, press, and other external groups.


Education:    A Bachelor's degree from an accredited college or university.

Experience: One year of experience evaluating, analyzing, researching and developing health care services, policies and programs.

Note: Candidates may substitute the possession of a Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field from an accredited college or university for the required experience.


The desired candidate should have demonstrated writing, research, project management and communication (written and oral) skills, a working knowledge of health policy, and a Graduate-level degree (such as a Master's or JD).


Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
