Main Purpose of Job

The mission of the Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA) is to improve the health of Marylanders by preventing the acquisition and transmission of diseases, therefore helping people live longer and healthier lives through health services programs. PHPA also seeks to protect individuals and communities from environmental health hazards. 

PHPA works in partnership with local health departments, providers, community-based organizations, and public and private sector agencies, in order to provide public health leadership in the provision of maternal and child health services, as well as in the prevention, control, monitoring, and treatment of infectious diseases, cancer chronic diseases, and environmental health hazards. 

This position will provide professional input and assistance in formulating and reviewing health policies for PHPA, including legislative analysis, preparation of legislative proposals, and regulation development and changes, with a specific focus on environmental health. Additionally, this position will work on special projects as needed. 

POSITION DUTIES

Principal functions of the position include: 

1. Providing support for the OSS Director and the PHPA Leadership Team through policy analysis, program coordination, document preparation, research, and collaboration. 

2. Conducting and supporting selective PHPA program projects, as needed. 

3. Assisting with, and coordinating, strategic planning activities in support of PHPA public health initiatives primarily focused on maternal and child health, as well as on infectious disease epidemiology and outbreak response. 

4. Representing PHPA in meetings, initiatives, and on task forces. 

5. Providing technical assistance in support of the PHPA mission.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Two years of experience evaluating, analyzing, researching, and developing health care services, policies and programs.

Notes:

1. A Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy, or a closely related field may be substituted for one year of the required experience.

2. A PhD in Health Sciences, Health Care Administration, Public Health, Public Policy, or a closely related field may be substituted for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience researching and reporting on health data, especially to non-technical audiences; evidence-based practices; public health initiatives in other states; and, federal initiatives. The desired candidate should also have experience analyzing federal, State and local legislation, regulations and policies.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
