Introduction

This is a position specific recruitment for the Maryland Department of the Environment, Water and Science Administration, Wetlands and Waterways Program, Tidal Wetlands Division.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting cert list will be maintained for one year.  Persons interested in future vacancies within the classification must re-apply.

This position will report to the Baltimore City headquarters office but will be required to travel to the counties on the Eastern Shore. These counties include Cecil, Kent, Queen Anne, Caroline, Talbot, Dorchester, Wicomico, Worcester and Somerset counties.

Main Purpose of Job

The mission of the Water & Science Administration of the Maryland Department of the Environment is to restore and maintain the quality of the State's ground and surface waters, protect wetland habitats and manage the utilization of Maryland's mineral resources throughout the State of Maryland. The Natural Resources Planner (NRP) II is responsible for the management and implementation of laws, regulations and programs that restore and maintain the quality of surface waters and the protection of tidal wetland habitats and waterways. The NRP II functions as a wetland reviewer for designated counties in the Eastern Region of the Tidal Wetlands Division of the Water & Science Administration within the Department of the Environment. This position is guided by the requirements and mandates established in the Code of Maryland Regulations Title 26, Subtitle 24, Tidal Wetlands Regulations; Code of Public General Laws of Maryland Title 16 Wetlands and Riparian Rights and the Water Quality Certification requirements of the Water Quality Regulations. In this capacity, the incumbent renders permit decisions, represents the Department in a variety of forums, makes recommendations on program development and planning projects, and is responsible for educating and coordinating with other government agencies, other levels of government and the general public.

The NRP II will also be responsible for the review of regulated activities impacting jurisdictional wetlands, regulated critical area buffer, water quality certification and administering the Army Corps of Engineers Maryland State Programmatic General Permit. The incumbent assists in the development and implementation of policies relative to the regulation, management and restoration of tidal wetlands and the Water Quality Certification program. Work may involve exposures to uncomfortable or unpleasant surrounding. This job involves exposure to hazardous conditions which may result in injury.  Field visits may involve special physical demands such as lifting 50 pounds or more, climbing ladders, etc. The incumbent will be required to use protective equipment such as goggles, gloves, mask, etc.  

This position will report to the Baltimore City headquarters office but will be required to travel to the counties on the Eastern Shore. These counties include Cecil, Kent, Queen Anne, Caroline, Talbot, Dorchester, Wicomico, Worcester and Somerset counties.  Therefore, the incumbent will be required to drive a State vehicle.  If you maintain an out-of-state driving license, you must provide a certified copy of your driving record for the appropriate Motor Vehicle Administration at the time of appointment.  Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive State vehicle.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s Degree from an accredited college or university in an environmental science or natural resources planning, management or development.

Experience: One year of experience in natural resources planning or applied environmental science.

Notes: 1. Possession of a Bachelor’s Degree from an accredited college or university in urban or regional planning, engineering, physical geography, or the physical, chemical, biological sciences and one year of experience in natural resources planning or applied environmental science may be substituted for the required education.

2. Possession of a Master’s Degree from an accredited college or university in natural resources planning, management, administration, development, environmental, urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, biological, chemical or environmental sciences maybe substituted for up to three years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the  general natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required experience and education.  

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Experience in applied wetlands or waterway regulations;
  • Experience with water resource regulation, other than wetlands;
  • Experience with GIS for water or natural resources management;
  • Experience reviewing federal activities related to the Coastal Zone Management Act or Section 401 of the Clean Water Act;
  • Experience designing or constructing marine structures;
  • Experience with the review and evaluation of environmental permits;
  • Experience providing customer service in a professional office setting.
