Introduction

The Water and Science Administration is recruiting for a Natural Resources Planner IV in the Field Services Program/Annapolis Field Office. This is a position specific recruitment for the Maryland Department of the Environment.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting cert list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

The Natural Resources Planner IV provides lead level and experienced natural resources planning & assessment skills at the local, regional, State and intergovernmental level. The incumbent in this position provides technical expertise, advice and guidance for federally mandated projects within the Field Services Program (FSP) of the Water and Science Administration (WSA) of MDE.

The focus of this position is on the statewide and federally mandated shellfish/aquaculture/beaches digital shoreline survey project/program in the Pollution Source Assessment Section.  This program is responsible for the identification of point-source pollution and non-point source pollution from residential, commercial and agricultural properties. This position functions as the lead worker by planning projects, developing objectives, leading studies and by providing guidance, training and direction to other Natural Resource Planners.

The working conditions are as follows:

  • Position involves field work in all weather conditions including wind, storm, floods and snow;
  • Work involves exposure to human and animal waste as well as other sources of toxins and pollution;
  • Position requires the performance of water quality of work upon a monitoring vessel in the Chesapeake Bay;
  • Work involves exposure to extremely hazardous conditions when responding to fish kills or water quality emergencies in toxic infected waters;
  • Exposure to wastewater effluent and polluted surface waters may contain vectors of human disease;
  • Lifting heavy coolers that contain samples;
  • Operation of dredges to collect oyster shellstock samples;
  • Position requires the use of a survival suit during the performance of water quality work during the winter months;
  • Latex surgical gloves are worn when handling soluble dyes.  Protective clothing, goggles, heavy waterproof gloves, and masks are worn when responding to emergencies or working within contaminated waters;
  • Protective clothing, goggles and gloves are worn when handling acid fixatives.

The incumbent of this position may be required to drive a state vehicle. Employees are required to maintain a valid driver’s license in the State of Maryland with no more than 5 points on their current driving record in order to drive a state vehicle.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s Degree from an accredited college or university in an environmental science or natural resources planning, management or development.

Experience: Five years of experience in natural resources planning or applied environmental science.

Notes: 1. Possession of a Bachelor’s Degree from an accredited college or university in urban or regional planning, engineering, physical geography, or the physical, chemical, biological, environmental sciences and one year of experience in natural resource planning or applied environmental science may be substituted for the required education.

2. Possession of a Master’s Degree from an accredited college or university in natural resources planning, management, administration, development, environmental, urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, chemical, biological or environmental sciences maybe substituted for up to three years of the required experience.

3. Possession of a Doctorate Degree from an accredited college or university in natural resources planning, management, administration, development, environmental urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, chemical, biological or environmental sciences maybe substituted for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the  general natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required experience and education.  

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has experience in the following:

  • Collector;
  • Survey 123 and Survey Connect;
  • ArcGIS (Mobile, Desktop, Pro);
  • Python.

This position is open to current permanent and contractual employees within the Maryland Department of the Environment.

SELECTION PROCESS
